Abstract:
This research attempts to pathologically examine the spatial distribution of power in the metropolis of Tehran from the perspective of urban governance. Therefore, an attempt has been made to answer this question: from the perspective of urban governance, how has the current structure and form of the spatial distribution of political power caused inefficiency in the urban management of the Tehran metropolis? To answer this question, the following hypothesis has been proposed: it seems that from the perspective of urban governance, the current structure and form of the spatial distribution of political power, given the top-down planning and distribution of power, has caused the development of inefficiency in the spatial distribution of political power in the Tehran metropolis. This research is written using a descriptive-analytical method. Additionally, in order to better explain the status of relationship patterns and institutional links and their impact on service delivery to citizens from the perspective of urban governance, the SWOT model has been used. The results of the research show that, on one hand, most of the institutions and actors involved in the management of the Tehran metropolis are governmental and their circle of authority is very extensive, and also grassroots institutions have a limited and conditional presence and intervention in managing urban affairs, and their powers are limited at the executive and administrative levels, and therefore political power has not been given to them.
