Abstract:
Background and Objective: One of the challenges that science and technology parks—after two decades of their activity in the country—face is the lack of an efficient and accurate performance evaluation system to assist decision-makers, policymakers, and managers in developing these parks. This research was conducted with the aim of presenting a suitable model for evaluating the performance of science and technology parks in the country. Methodology: In conducting this research, a combination of qualitative and quantitative approaches was used. Through reviewing theoretical foundations, analyzing documents and records, and surveying 20 experts using the Delphi technique, a performance evaluation model for organizational units in science and technology parks was designed and completed through expert consultation. To evaluate the model, the research questionnaire was distributed in the field among 260 experts and managers working in science and technology parks in Tehran. Data analysis was performed using structural equation modeling. Findings: The final performance evaluation model has been identified and classified into eight dimensions (creating economic value and wealth production, interaction and synergy, planning and management, organizational culture, strategic approach, customer approach (referral), encouraging investment, and personnel management) along with related indicators. Conclusion: The components of personnel management and customer approach (referral) were identified as the most important dimensions of the performance evaluation model for parks. Accordingly, suggestions for the effective management of the performance of these parks have been provided.

B) Inferential findings The final model, which after three Delphi stages was finally approved by experts, consists of eight main dimensions (economic value creation and wealth production, interaction and synergy, planning and management, organizational culture, strategic approach, customer-oriented approach (referral), investment encouragement, and human resource management) identified in sixty indicators, which are further explained in terms of its dimensions and components.
Planning and management were identified as the third dimension of the organizational performance evaluation model in science and technology parks, which, by examining the standard coefficients (regression coefficient) and the significant numbers obtained at a 95 percent confidence level, this dimension was confirmed.
