چکیده:
قران مجید به انجام دعوت به خیر در کنار امر به معروف و نهی از منکر و مقدم بر آن فرمان داده است لکن در بسیاری از کتب تفسیری و فقهی اهتمام کافی برای تبیین وجه افتراق این دو و نتایج آن دیده نمی شود که تبلور آن در بی توجهی نظام تقنینی به تعیین حدود و شرایط و کیفیت دعوت به خیر-علی رغم تاکید اصل هشتم قانون اساسی- مشاهده می شود.این مقاله با کاوش در منابع یاد شده ضمن تبیین مفهوم، ابعاد و مصادیق دعوت به خیر مانند تبلیغ، آموزش و نصیحت که هم بالاصاله نقش مبنایی در سیاست گذاری و نهادسازی فرهنگی در کشور داشته و هم به دلیل زمینه سازی برای تحقق امر به معروف و نهی از منکر از اهمیت زیادی برخوردار است، نقاط تمایز بین این دو فریضه را روشن نموده تا راه تعیین مبنا و خط مشی برای نهادهای دارای کارویژه مشترک (مانند صدا و سیما و نهادهای ناظر چون شورای عالی انقلاب فرهنگی) یا خاص یکی از این دو (مانند نیروی انتظامی و مجلس خبرگان رهبری) هموار گردیده، زمینه برای تحقیقات بعدی در مورد آسیب شناسی مبنایی و عملکردی این نهادها و سیاست گذاری در این زمینه فراهم گردد.
Although the holy Quran commands "invitation to good" alongside "commanding right and forbidding wrong" and prior to it, there has not been enough effort by interpretational and jurisprudential books to explain the distinction between the two concepts and the consequence of their differences. This ambiguity has led to an inattention in part of the legal system to determine the scope and terms of the invitation to good, despite the emphasis of the article VIII of the Constitution on the issue. This paper investigates these sources to explain the concept, dimensions and manifestations of invitation to good, such as propaganda, training and advice that play role in policy-making and cultural institution-building in the country and due to their roles in the preparation of the bases of "commanding right and forbidding wrong" are very important. This paper, also, clarifies the distinction between these two religious duties in order to facilitate the process of determining and defining the basis and policies of the institutions with common functions (such as radio and television and supervisory institutions such as the Supreme Council of Cultural Revolution) or the institutions such as police and the Assembly of Experts. This study will hopefully pave the ground for further research on foundational and functional pathology of these institutions and policy-making in this field
