چکیده:
تنشزدایی یکی از رویکردهای مورد توجه در سیاست خارجی است که به خصوص از دهه هفتاد میلادی مورد اقبال قرار گرفت. اگرچه شاید چنین به نظر برسد که نقش اصلی در تصمیم کشورها به تنشزدایی توسط رهبران و سیاستمداران گرفته میشود، اما مردم نیز میتوانند در اتخاذ و پیگیری این سیاست نقش داشته باشند. هنگامی که افراد تصور و ادراک خود را نسبت به یک کشور تغییر میدهند شرایط را برای تصمیم رهبران جهت تغییر رویکرد نسبت به کشور مورد نظر فراهم میکنند؛ چراکه تصمیمات رهبران متاثر از افکار عمومی در جامعه است. لذا میتوان گفت تنشزدایی میان کشورها به دو صورت امکانپذیر است. در یک حالت تنشزدایی میان رهبران و طبقه حاکمه دو کشور صورت میگیرد که میتوان از آن با عنوان «تنشزدایی از بالا» نام برد و حالت دوم که ابتدا تنشزدایی میان مردم دو کشور صورت میگیرد و سپس به رهبران القاء میشود که میتوان آن را «تنشزدایی از پایین» نام نهاد. این پژوهش با تبیین این موضوع ادعا میکند مهمترین عامل تاثیرگذار در تغییر دیدگاه و ادراک مردم یک کشور نسبت به دیگری (تنشزدایی از پایین)، ارتباطات میان فرهنگی است که با افزایش آگاهی و شناخت ملتها از یکدیگر و رفع سوءتفاهمات احتمالی، زمینه را برای مشروعیت تصمیم دولتها به تنشزدایی با «دیگری» فراهم میکند. روش این پژوهش توصیفی- تحلیلی و گردآوری اطلاعات به صورت کتابخانهای است.
Détente represents one of the significant approaches in foreign policy which has been welcomed especially since 1970s. Even though it may seem that these are leaders and politicians who play the pivotal role in countries’ decision on détente, people can also contribute into setting and following up such policies. When people change their perceptions and presumptions about a country, they prepare a basis upon which the leaders can decide on changing position toward that country, because leaders’ decisions are affected by public thought in society. As such, it can be stipulated that, détente between countries is possible in either of two forms. In one form, the détente is realized between the countries’ leaders and governing class; this may be referred to as “top-to-bottom détente”. In another form, these are people of the two countries who begin the détente process before it is induced to the leaders; this can be referred to as “bottom-to-top détente”. Elaborating on this concept, the present research argues that the most important factor affecting a country’s people view and perception toward those of another country (bottom-to-top détente) is the so-called intercultural communication which enhances the level of nations’ awareness and knowledge about one another and addresses possible misunderstandings to provide a basis for legitimizing the governments’ decision on détente with “the other country”. This research has been undertaken via a descriptive-analytic approach, with the required data been collected by library studies.
