چکیده:
آمریکا پس از توافق با طالبان در دوحه، نیروهای خود را از افغانستان خارج کرد. ایالات متحده در سال ۲۰۰۱، ذیل سیاست مبارزه با تروریسم و با هدف سرنگونی دولت وقت طالبان به افغانستان حمله نظامی و این کشور را اشغال کرده بود. اما حصول توافق اخیر با این جنبش که به معنای گذار از راهبرد تقابل به سیاست تعامل با طالبان است، نشان از تغییر در ادراک آمریکا از تهدید در افغانستان دارد. این تغییر ادراک آمریکا برای ایران، پیامدهای راهبردی به ویژه در حوزه امنیتی دارد. این پژوهش درصدد پاسخ به این پرسش اصلی است که تغییر در ادراک آمریکا از تهدید در افغانستان، چه پیامدهای راهبردی برای ایران به خصوص درزمینه امنیت داشته است. در این مقاله به دلیل ماهیت پیچیده موضوع، از تلفیق روشهای اکتشافی و هنجاری استفاده شده است. ترکیب نظریههای روابط بینالملل بطور خاص نظریه ادراک تهدید با روشهای پژوهشی تحلیل روندها و سناریونویسی، به لحاظ و استخراج مولفههای متنوع و مداخلهگر کمک نموده است. یافتههای تحقیق پیش رو نشان میدهد که آمریکا در پی تغییر در ادراک خود، از افغانستان خارج شده و قدرت گرفتن طالبان را تسهیل کرده است. هر چند تهران در تعامل با طالبان بوده است، اما از قابل پیشبینی بودن رفتار آن مطمئن نیست. تهران چه بسا نگران است که طالبان به عنوان نیروی نیابتی برخی قدرتهای منطقهای و فرامنطقهای ایفای نقش کرده و منافع امنیتی جمهوری اسلامی ایران را به مخاطره اندازد. افزون بر این، ایران درباره احتمال ظهور گروههای افراطی و تروریستی در افغانستان نگرانیهای جدی دارد.
The United States withdrew its troops from Afghanistan after reaching an agreement with the Taliban in Doha. The US had invaded and occupied Afghanistan in 2001 under the global war on terror policy and so as to overthrow Taliban-led government. The recent agreement with the movement, which means a transition from a confrontation strategy to a policy of engagement with Taliban, shows a change in the US perception of threat in Afghanistan. This shift has strategic and security-related implications for Iran.This study seeks to answer the main question of what strategic consequences the change in the US perception of threat in Afghanistan has had for Iran, especially in the field of security. In this paper, due to the complex nature of the subject, a combination of exploratory and normative methods have been used. Combination of international relations theories, in particular the theory of Threat Perception and research methods including trend analysis and scenario writing, have helped consider and extract various and intervening components. The findings of the study show that the US withdrew from Afghanistan following a change in its perception, and facilitated the rise of Taliban. Despite interactions with Taliban, Tehran is unsure if behavior of the movement will be predictable or not. Tehran may be concerned that Taliban could act as a proxy for some regional and extra-regional powers and endanger the security interests of Iran. In addition, Iran has serious concerns about the possibility of the emergence of extremist and terrorist groups in Afghanistan.
