چکیده:
استقرار نظام مالیات (یکپارچه) بر مجموع درآمد از مهمترین اقداماتی است که میتواند نقش محوری در تحول مالیاتی کشور ایفا کند. این نظام مالیاتی با اینکه در برخی قوانین پیش از انقلاب اسلامی و قانون مالیاتهای مستقیم مصوب 1366 وجود داشته ولی هیچگاه در ایران اجرا نشده است. مسئله تحقیق حاضر این است که در فرایند استقرار نظام مالیات بر مجموع درآمد خصوصیات بازیگران، الگوی تعاملات آنها، میزان اطلاعات و دسترسی و عوامل نهادی و برونزای حاکم بر تصمیمگیری در این باره چیست؟ ازاینرو چارچوب توسعه و تحلیل نهادی و نظریه انتخاب عمومی در پژوهش حاضر مورد استفاده قرار گرفت. همچنین مصاحبه نیمهساختاریافته با جمعی از صاحبنظران حوزه مالیاتستانی انجام و برای تحلیل نتایج آن از روش تحلیل مضمون استفاده شد. یافتههای پژوهش حاکی از آن است که بازیگران کمدرآمد و پردرآمد از حیث تقارن اطلاعات، تکثر، میزان دسترسی به مراکز تصمیمگیری شرایط برابری ندارند. همچنین بازیگران پردرآمد که از وضع مالیات بر مجموع درآمد متضرر میشوند به روشهای مختلف در لایه سیاستی کنش دارند ولی بازیگران کمدرآمد در لایه سیاستی حضوری ندارند. پیشبینی مقاله این است که در شرایط عادی نظام مالیاتی تصویب و اجرا نمیشود؛ مگر اینکه عوامل برونزا همچون فشار تحریمها، مطالبه فعالان اجتماعی و روحیه تحولگرایی در مجلس و دولت شرایط استقرار این نظام مالیاتی را فراهم کند.
Establishing the Individual Income Tax System can play a pivotal role in tax reform in the country. This tax system has never been implemented in Iran. The problem with the process of establishing PIT is, the uncertainty about the characteristics of the actors, their pattern of interaction, the amount of information and access, and the institutional and exogenous factors that govern the decisions made in this regard. In this study, the Institutional Economics Approach was chosen as a solution to this dilemma and the Institutional Analysis and Development framework (IAD) was used as the basis for its analysis. The findings of the study indicate that high-earning and low-earning actors differ greatly in terms of awareness, growth, access to decision-making centers, and action at the policy-making level. The present study predicts that under normal circumstances this tax system will not be approved and implemented unless exogenous factors, such as the pressure of sanctions, the demands of social activists, and the changing political climate of parliament and government, trigger a push for the enforcement of such a system.
