چکیده:
هدف: حسابداری بخش عمومی به عنوان ابزار سیاستمداران جهت دستیابی به انگیزه های سیاسی محسوب می شود. هدف این تحقیق، بررسی تاثیر گفتمان های سیاسی دولت بر اصلاحات حسابداری بخش عمومی از طریق بررسی نقش زبان نمایندگان دولت در مجلس، در مشروعیت بخشیدن به اصلاحات حسابداری بخش عمومی و همچنین بررسی نوع استراتژی های مشروعیت بخشی بکار گرفته شده توسط آنان، می باشد. روش: روش این تحقیق مبتنی بر تحلیل گفتمان انتقادی با رویکرد فرکلاف است. جامعه این تحقیق، شامل تعداد 19 متن از گفتمان های نمایندگان دولت در مجلس شورای اسلامی در ارتباط با تغییرات قانون محاسبات عمومی مرتبط با حسابداری بخش عمومی از سال 1365 تا سال 1399 می باشد که کلیه متون فوق مورد تحلیل قرار گرفته است. یافته ها: تغییرات قانون محاسبات عمومی کشور به عنوان زیر بنای حسابداری بخش عمومی، تحت تاثیر قدرت زبان نمایندگان دولت و با تاکید بر استراتژی های خردگرایی و اخلاق گرایی مشروعیت بخشیده شده است و آنان از زبان به عنوان ابزار مشروعیت بخش استفاده کرده اند. نتیجه گیری:استفاده دولت از زبان به عنوان ابزار مشروعیت و بکارگیری استراتژی های خردگرایی و اخلاق گرایی برای مشروعیت بخشیدن به قانون ، بیانگر این است که آنان با تاکید بر نتایج اعمال این تغییرات و همچنین تاکید بر مبانی ارزشی و اخلاقی آن، اینگونه تغییرات را همسو با منافع عمومی به تصویر می کشند.دانش افزایی: توجه به تاثیر گفتمان های سیاسی بر اصلاحات حسابداری بخش عمومی، از جمله مواردی است که می تواند در قضاوت استفاده کنندگان بخش عمومی موثر باشد.
Purpose: Public sector accounting is considered as a tool for politicians to achieve political motives. The purpose of this research is to investigate the impact of the government's political discourses on the public sector accounting reforms by examining the role of the government representatives' language in the parliament in legitimizing the public sector accounting reforms and also investigating the type of legitimizing strategies used by them.Method: The method of this research is based on critical discourse analysis with Fairclough's approach. The community of this research includes 19 texts from the speeches of the government representatives in the Islamic Council regarding the changes in the public accounting law related to public sector accounting from 1365 to 1399, and all the above texts have been analyzed.Findings: The changes in the country's public accounting law as the infrastructure of public sector accounting have been legitimized under the influence of the power of the language of government representatives and by emphasizing rationalism and moralism strategies, and they have used language as a legitimizing tool.Conclusion: The government's use of language as legitimacy and the use of rationalism and moralism strategies to legitimize the law indicates they made such changes by emphasizing the results of these changes and emphasizing their value and moral foundations. They depict in line with the public interest.Increasing knowledge: Paying attention to the impact of political discourses on public sector accounting reforms is one of the things that can be effective in the judgment of public sector users.
