چکیده:
زمینه: ساختارهای سازمانی جدید به سرعت رو به تغییر نهادهاند و نردبانهای ترقی کوتاه و تخت شدهاند و در نتیجه منابع انسانی در سازمان با تهدیدهای مختلفی از جمله فلات شغلی روبرو شدهاند. عدم توجه به معیارهای اخلاقی بهعنوان یک عامل مضاعف در فرایند مدیریت میتواند از علل بروز فلات شغلی باشد. از اینرو تحقیق حاضر با هدف طراحی و تبیین مدل فلات شغلی با تاکید بر نقش عوامل اخلاقی در دانشگاه علوم پزشکی تهران انجام شد. روش: روش تحقیق آمیخته بود. در بخش کیفی، از روش نظریه دادهبنیاد استفاده شد. جامعه تحقیق 11 نفر از خبرگان حوزه منابع انسانی (اساتید دانشگاه، مشاورین و مدیران ارشد) دانشگاه علوم پزشکی تهران بودند که به روش نمونهگیری گلولهبرفی انتخاب شدند. ابزار جمعآوری دادهها مصاحبههای عمیق و غیر ساختاریافته بود. جهت تجزیه و تحلیل دادهها و دستیابی به مدل مفهومی تحقیق از روش کدگذاری استفاده شد. در بخش کمّی، روش توصیفی- همبستگی بود. جامعه آماری 338 نفر از مدیران عملیاتی و کارکنان دانشگاه علوم پزشکی تهران بودند که به روش نمونهگیری تصادفی طبقهای متناسب با حجم نمونه انتخاب شدند. ابزار جمع آوری دادهها پرسشنامه محقق ساز بود. دادهها با استفاده از مدلسازی معادلات ساختاری تحلیل شدند. یافتهها: یافته های بخش کیفی منجر به شناسایی 13 مقوله محوری در ساختار مدل پارادایمی گردید. مقوله ناامیدی کارکنان از ارتقاء شغلی به عنوان مقوله مرکزی انتخاب شد و مدلی جهت توصیف فلات شغلی شامل شرایط علّی، شرایط زمینهای، عوامل مداخلهگر، راهبردها و پیامدهای آن طراحی و ارائه گردید. در بخش کمّی نیز تحلیلهای مدلسازی معادلات ساختاری برازندگی الگوی پیشنهادی را با دادهها مورد حمایت قرار دادند. نتیجهگیری: نتایج یافته ها بر اساس مدل حاکی از آنست که استقرار نظام شایسته سالاری و شایسته گزینی، عدالت و انصاف، اشاعه زمینه اخلاقی در محیط کار و به کارگیری برنامههای توانمندسازی منجر به کاهش فلاتزدگی شغلی کارکنان و در نهایت افزایش بهره وری و اثربخشی سازمان می گردد.
Background: New organizational structures have changed rapidly, and progressive ladders have become short and flat, so human resources in the organization have faced various threats, including the career plateau. Lack of attention to ethical criteria as a double factor in the management process can be one of the causes of career plateau. Therefore, the present study attempted to design and explain the career plateau model with emphasis on the role of ethical factors.
Method: The research method was mixed. In the qualitative part, the Grounded Theory methodology was used. The statistical population consisted of 11 human resources experts (university professors, consultants, and senior managers) from Tehran University of Medical Sciences who were selected by snowball sampling. The data collection tool was in-depth and unstructured interviews. The coding method was used to analyze the data and obtain a conceptual research model. In the quantitative part, the method was a descriptive correlation. The statistical population consisted of 338 operational managers and employees of Tehran University of Medical Sciences, who were selected by stratified random sampling proportional to the sample size. The data collection tool was a researcher-made questionnaire. The data were analyzed using structural equation modeling.
Results: Qualitative findings led to the identification of 13 main categories in the structure of the paradigm model. The category of employees' disappointment in job promotion was chosen as the central category and a model was designed and presented to describe the career plateau including causal conditions, background conditions, intervening factors, strategies, and its consequences. In the quantitative part, structural equation modeling analyses supported the suitability of the proposed model with the data.
Conclusion: The results indicate that the establishment of the system of meritocracy and merit selection, justice and fairness, dissemination of ethical context in the workplace, and the use of empowerment programs lead to the reduction of career plateau and ultimately increase productivity and effectiveness of the organization.
