چکیده:
قوانین و مقررات بینالمللی مؤید دو نکته اصلی یعنی مبارزه فراگیر و ممنوعیت هرگونه تعامل و حمایت از گروههای تروریستی است؛ اما امروزه برخی ضرورتهای سیاسی باعث تعاملات گسترده پشت پرده بعضی دولتها با گروههای تروریستی شده است؛ همین عاملی محرکی جهت بازشناسایی مسئولیت دولتها در قبال نقشها و تکالیف آنان در روند زندگی بینالمللی در برابر دیگر بازیگران است. با این تفسیر ما در این پژوهش به مسئولیت عام دولت ها در قبال پدیده تروریسم مجدداً مرور کوتاهی داشته و مضاف بر آن مسئولیتهای تکمیلی و خاص دولت ها را در برابر دیگر بازیگران روابط بینالملل را به نظاره خواهیم نشست. با در نظر گرفتن خطر این گروهها برای صلح و امنیت جهانی و ممنوعیتهای بینالمللی همچنان شاهد حمایتهای مادی و معنوی برخی دولت ها از پدیده شوم تروریسم هستیم که این وضعیت باعث میشود مسئولیت بین المللی متوجه دولتهای حامی بدانیم. قابلیت احراز مسئولیت بین المللی این دولتها و طرح این مسئولیت ذیل طرح پیش نویس مسولیت بین المللی دولتها قابل بحث میباشد.

Considering the danger of these groups for global peace and security and international prohibitions, we continue to see the material and spiritual support of some states from the terrible phenomenon of terrorism, which makes international responsibility a matter for supportive governments.
