Currently, ICT and educational processes are experiencing development and innovation. This new trend will help promote educational technology and enhance innovations regarding educational planning. E-learning is considered as one of the most prominent ICT applications across the world. Advantages of virtual learning have entailed daily usage in various universities. Learning management systems are specific web-based systems to manage, track students, define courses, and evaluate the learners. However, these systems may involve inefficiencies and disadvantages as well. This paper attempts to identify the LMS functional areas in University of Tehran based on a specific conceptual framework and to present the relevant issues and problems for each dimension. The data for the present study were collected using focused group interviews, system observations. The researchers also compared the documents and the university system with that of other universities. The results of the theme analysis indicated that “communication” and “system cooperation” dimensions are involved with more important problems and issues. The researchers believe that the main issues are due to the test modules, evaluations, and systemic and underlying databases.

On the other hand, the lack of learning and applying the science and art of teaching-learning (pedagogy) in all stages of the LMS2 life cycle (service description, order, design, implementation and support) in most state universities in the country, as well as the lack of information literacy of senior managers of organizations and universities in the field of information technology, led to the creation of no specific framework, source or standard for evaluating the performance of learning systems, and sufficient knowledge to identify the characteristics and capabilities of the system and awareness of the minimum needs of an educational system in terms of technical-functional aspects was not gained.
Documents Research Findings In this section, based on the results obtained from interviews conducted with a group of professors, students, and educational experts of the Center for Electronic Education of the University of Tehran, access to existing documents regarding the characteristics and weaknesses of these systems, as well as information about LMS problems through comparison with other systems in virtual universities, observations made as a result of a complete review of all dimensions and sub-branches of the functional learning management system of this university, finally a conceptual framework according to Figure 1 was designed for the learning management system.
Conceptual Framework of the Research (Dimensions and Sub-Branches of LMS) After presenting the conceptual framework, the existing patterns (themes) from the interview data with three groups of professors, students, and educational experts of the Center for Electronic Education of the University of Tehran (a list of all problems in the learning management system of the case study) were examined using thematic analysis.
