Today, strategic information technology planning is one of the essential factors in integrating business and information technology and gaining a competitive advantage. Despite the importance of this issue, we still witness numerous reports of company failures in this area. One of the reasons for the high failure rate of strategic planning in organizations is excessive attention to one factor and insufficient attention to other organizational factors. In this regard, assessing the organization's readiness for strategic alignment should be considered as the initial point and starting point of comprehensive information technology plans. In this research, we aim to present a conceptual model for measuring the level of organizational readiness to establish this alignment. In this regard, various alignment models and frameworks have been evaluated, and after a comprehensive review, Luftman's model was determined as the basic model for measuring organizational readiness for strategic alignment. Subsequently, by studying the comparative frameworks and alignment models, the proposed model was improved and finally localized for use in domestic organizations.

Some of these cases are as follows: The Luftman model is designed for organizations that operate in societies with different social, economic, political, cultural, and technological contexts; The subject literature used for the Luftman model is unfamiliar to domestic information technology and business managers; Some factors presented in the Luftman model are not directly measurable for testing in domestic organizations and institutions and there is a need to quantify them and break them down into smaller components; and The Luftman model was presented in 2001 and considering that various articles and research projects have been presented in the field of alignment after that, the aforementioned model needs to be reviewed and improved.
