Today, employment and entrepreneurship are at the center of attention of various governments around the world. The method of this research, based on its purpose, is fundamental and, based on data collection, is qualitative-grounded theory with a Glaserian approach. To achieve the goal of the research, 15 experts familiar with at least two areas of skill, entrepreneurship, and media were selected for in-depth interviews using targeted sampling, and qualitative data were analyzed simultaneously using a set of open, selective, and memoing codes. To ensure the quality of the findings, in addition to research audit strategies, the process of extracting concepts and codes was monitored by expert researchers, and the results were also confirmed by four interviewees. The results showed: The most important concern of the interviewees is the lack of skills in individuals. Therefore, acquiring skills, with the main categories of financial, human, educational, training center, organization, and family, was determined as the central category of the research. Moving towards media entrepreneurship with three main classes of input, process, and output was also selected as the basic social process category of the research, which, along with attention to environmental factors in both categories mentioned, can eliminate the concerns of the interviewees over time.
