The present research focuses on formulating components for the competency of heads of educational departments. In terms of purpose, the research method is developmental, and in terms of data collection method, it is qualitative. The components were formulated based on a review of documents and records using semi-structured interview tools, and information was collected. To analyze the findings, the content analysis method using categorization was used. To comprehensively identify the main and secondary components of the competency of heads of educational departments, 35 study units in the field of manager competency components were randomly selected and studied. Additionally, semi-structured interviews were conducted with 10 experts in the field of competency and heads of educational departments who were selected purposively.

Second question: In response to the second research question, which is based on identifying the sub-components of competency for educational group managers, the results of document analysis and interviews showed that for each of the main competency components of educational group managers, a number of sub-components exist, and in total, there are 43 sub-components for the competency of educational group managers, which consist of: - Main cognitive components including systems thinking, creative thinking, strategic thinking, critical thinking; - Main leadership components including networking, developing others, power of influence, human relations; - Main decision-making components including stability, flexibility, problem solving; - Main operational components including discipline, supervision and control, time management, resource management, planning, organizing, orderliness, information dissemination, knowledge; - Main communication components including communication; - Main teamwork components including team building, receptiveness to consultation, providing consultation; - Main people management components including trust building, motivation, empowerment, conflict management; - Main personality trait components including responsibility, organizational commitment, continuous learning, tolerance, self-confidence, appearance, receptiveness to criticism, decisiveness; - Main ethical characteristic components including respect for human dignity, religious commitment, honesty, maintaining secrets, conscientiousness, impartiality in discussions, justice.
