This article states that the presence of motivated, informed, influential, and strong individuals from executive and scientific perspectives who are concerned about the development of liability, and on the other hand, the existence of suitable social, economic, and political conditions, are essential conditions for the development and maturity of the concept of liability and its insurance. Within this framework, the executive guarantees of laws and regulations, their transparency, efficiency in implementation, and also the awareness of people and society regarding their rights and entitlements, is a very important and noteworthy matter. The author of this article considers the stages of clarifying laws and regulations, improving their executive guarantees, and informing people of their rights as the necessary condition for the development and maturity of liability insurance. Therefore, it is obvious that with the increase in the degree of societal development, the discussion of liability takes on its true color and scent, and liability insurance progresses by removing the obstacles to its development with steady steps.
