Abstract:
رشد سریع شهر نشینی پس از انقلاب صنعتی، دولت ها را در تآمین مسکن شهرنشینان ناتوان ساخته است. برای عملکرد صحیح مسکن و واحدهای مسکونی در هر منطقه از کشور، بایستی واحدهای مسکونی با خصوصیات سنتی و خلق و خوی مردم، وضعیت آب و هوایی منطقه، تعداد افرادی که در واحدهای همسایگی سکنی می گزینند، جنس ساختمان های مسکونی و نیازهای افراد خانوار از یک مسکن راحت که با خصوصیات اجتماعی و اقتصادی آنها وفق دهد، منطبق باشد. ایجاد واحدهای مسکونی بایستی با تغییرات رونق زندگانی مردم و با امکانات اقتصادی مملکت، چه از نظر میزان سرمایه گذاری دولت در بخش مسکن و چه از نظر میزان سرمایه گذاری دولت در بخش مسکن و چه از نظر سایر منابع مانند : میزان زمین، نیروی انسانی، مصالح ساختمانی و ... هماهنگ باشد. چند سالی است که در کشور پروژه هایی مطرح می باشد که هدف عمده آن تامین مسکن برای گروه های کم درآمد می باشد. تامین مسکن برای قشر ضعیف جامعه دغدغه ی تمامی دولتها درسطح جهان بوده است به گونه ای که نهادهای قانون گذار جهانی، قوانینی برای خانه دارکردن انسانهای کم در آمد تصویب کرده اند. در کشور ایران هم قانون اساسی از دولت خواسته است تا تمام سعی خود را برای خانه دار کردن مردم انجام دهد و این موضوع در برنامه ی تمامی دولتها بوده است و هرکدام از آنها اقداماتی را برای تحقق بخشیدن به این امر انجام داده اند. اما این موضوع در برنامه برخی دولت ها جلوه دیگری پیدا نمود و طرحی تحت عنوان مسکن مهر طراحی و پیاده سازی شد. روش انجام تحقیق، توصیفی - تحلیلی است که برای گردآوری اطلاعات با استفاده از روشهای میدانی پرسشنامه از ١٦۵ خانوار شهری نمونه پرسشگری به عمل آمده است سوال اصلی پژوهش این است که میزان رضایت مندی متقاضیان مسکن مهر از این طرح تا چه اندازه ای است؟
The rapid growth of urbanization after the Industrial Revolution has caused the government to become unable to
provide urban housing. For achieving a proper housing and residential units in each region of the country,
housing units should adapt to traditional characteristics and mood of the people, the climate, the number of
people who are inhabited in the neighborhoods, residential building material and household needs from a
comfortable accommodation with social and economic characteristic. Constricting residential units must be
consistent with changes of the lives of people and the economic possibilities of the country; in terms of both
government investment in the housing sector and the level of the government investment in the housing sector
and the other sources such as human resources, buildings and etc. It has been a few years that the country has
started projects with main purpose to provide housing for low-income groups. Providing the poor people with
housing has always been a major concern for all governments throughout the world as the United Nations and
international regulatory bodies established laws to offer houses for low-income people. In Iran the law has
forced the government to try its best to provide people with housing facilities, and this program has been always
incorporated into all the governments’ plans. However, this program showed a different aspect in the ninth
government, and this government planned a program named Mehr housing.
This study is a descriptive-analytical research which collected the data utilizing survey questionnaires of 145
urban households. The main hypothesis of this study is how much satisfied are the Mehr-housing applicants
with this program?
