Abstract:
زمینه و هدف: خسارتها و تلفات ناشی از رویداد سیل شامل طیف وسیعی از خسارتهای زیستمحیطی، اجتماعی و اقتصادی است؛ بنابراین ضروری است در فرآیند برنامهریزی و مدیریت ریسک سیلاب در یک منطقه، همه خسارتهای وارده مورد بررسی واقع شوند. پژوهش حاضر با هدف معرفی چارچوب ارزیابی جامع خسارتهای اقتصادی سیل با چهار مفهوم خسارتهای مستقیم، غیرمستقیم، ملموس و ناملموس در شهر نودهخاندوز استان گلستان برای رویداد سیل مورخ 1395/01/29انجام شد.
روش: در این راستا پهنه سیلابی در طول مسیر رودخانه خرمارود (150 متر از حاشیه رودخانه)، بهمنظور مشخص کردن سطوح در معرض خطر تعیین شد. بخشی از اطلاعات مربوط به خسارتهای مستقیم و ملموس وارده در سیل مذکور با مراجعه به ادارههای مرتبط، جمعآوری شد. برآورد خسارتهای غیرمستقیم و ناملموس نیز از طریق پیمایش میدانی، مصاحبه با جوامع محلی و تهیه و تکمیل پرسشنامه صورت گرفت.
یافتهها: نتایج نشان میدهد که در گروه خسارتهای مستقیم-ملموس، بیشترین خسارت مربوط به بخش تاسیسات و کشاورزی، بهترتیب با ارزش ریالی در حدود 6000 و 5950 میلیون ریال است. در گروه خسارتهای غیرمستقیم-ملموس نیز بعد از خسارت بازگشایی مجدد معابر و پاکسازی (در حدود 350 میلیون ریال)، بیشترین آسیب مربوط به ایجاد وقفه در کسب و کار با حدود 87 میلیون ریال است. در گروه خسارتهای غیرمستقیم-ناملموس بیشترین خسارت بهترتیب مربوط به بینظمی و هرج ومرج، پریشانی، ناراحتی و آسیب روانی ایجاد شده و از دست رفتن اعتماد نسبت به مسئولین با ارزش ریالی بهترتیب در حدود 154، 149 و 124 میلیون ریال است.
نتیجهگیری: در مجموع، بیشترین خسارتها در شهر نودهخاندوز مربوط به خسارتهایی است که بهصورت مستقیم-ملموس (40/92 درصد) وارد شده است. با این حال در برنامهریزی برای مدیریت جامع بهمنظور رسیدن به توسعه و سلامت پایدار علاوه بر در نظر داشتن خسارتهای مستقیم و ملموس، بایستی خسارتهایی که بهصورت غیرمستقیم و ناملموس وارد میشوند نیز در نظر گرفته شود. هر چند که میزان خسارتهای این گروهها در مقایسه از نظر ارزش ریالی کمتر باشد.
Background and objective: Flood damages and losses include a wide range of environmental, social and economic damages; therefore, all dimensions
of flood damages need to be considered in the process of flood risk planning and management. The present research was conducted
with the aim of introducing the integrated assessment framework in relation to damages incurred by flood considering four concepts of direct,
indirect, tangible and intangible damages for Nodeh Khandooz city of Golestan Province due to the flood event occurred on 17 April 2016.
Methods: In this regard, the flood zone along the Khorma-rud River was identified (150 m from river banks) to determine the regions at risk.
To estimate the costs of direct and tangible damages caused by the flood, a part of the related information was collected through consultation
with related offices. The estimation of indirect and intangible costs was also carried out through field surveys, interviews with local communities
and through compiling and filling of a questionnaire.
Findings: The analysis shows that in the direct-tangible damage group, the most damages were imposed to the infrastructures and agriculture sector
that are about with the value of 6000 and 5950 million Riyals, respectively. In the indirect-tangible damage group, the second highest damage
was incurred due to interruption in business with about 87 million Riyals following the costs of passages reopening and clearing (about 350 million
Riyals). In the indirect-intangible costs group, the most damages are considered due to disorder and chaos that were created, as well as distressing,
discomfort and mental damage that were created and losing trust in authorities with about 154, 149 and 124 million Riyals, respectively.
Conclusions: In summary, most damages in the Nodeh Khandooz city were attributed to direct and tangible damages (92. 40%). However, for
integrated management purposes to achieve sustainable development, in addition to considering direct and tangible costs, indirect and intangible
damages should be considered, although the damages identified in these groups seem less valuable.
