Abstract:
با روی کار آمدن دولت حسن روحانی، ایران دور جدیدی از مذاکرات فشرده و مستمر را با دولت های عضو گروه 1+5 آغاز کرد که نهایتا به توافق جامع هسته ای وین یا «برجام» منتج شد. در همین رابطه، علیرغم کاهش تنش ها و متعاقبا احیای روابط ایران و غرب بویژه اروپا، نه تنها سطح مناسبات ایران و چین حفظ شد، بلکه توسعه قابل ملاحظه ای را نیز تجربه نمود. با توجه به این موضوع، سوال اصلی پژوهش حاضر بر این مبنا شکل گرفته است که چه عواملی در گسترش مناسبات ایران و چین پس از توافق نهایی هسته ای یا « برجام» نقش مهمی ایفاء نمودند؟ این پژوهش با بهره گیری از روش توصیفی – تحلیلی و با کاربست پارادایم عمل گرایی در قالب رهیافت نظری نو واقع گرایی استدلال می کند که مولفه هایی مانند وفاداری چین به ایران در شرایط سخت تحریم ها، تداوم بی اعتمادی ایران به غرب علیرغم احیای روابط، الزامات اقتصادی متقابل تهران-پکن، اهمیت ژئوپلیتیک و ژئواستراتژیک ایران برای چین، لزوم مقابله با افراط گرایی، تروریسم و بنیادگرایی و همچنین مخالفت با نظم موجود بین المللی و یکجانبه گرایی ایالات متحده موجب شده تا دو کشور ایران و چین ضمن حفظ سطح تعاملات و مناسبات سیاسی و اقتصادی فعلی خود، تلاش نمایند تا همکاری های دوجانبه را بیش از پیش گسترش دهند.
When Hassan Rouhani came to power, Iran began new round of negotiations with 5+1 group’s member states which eventually gave rise to the Joint Comprehensive Plan of Action (JCPOA). In this regard, despite reduction of tensions and consequently reviving Iran and Europe relations, not only Iran-China ties were maintained, it also experienced a remarkable development. Main question of the present research is that what factors have played a key role in development of Iran-China relations after the nuclear agreement or JCPOA. The research by utilizing analytical-descriptive method and applying pragmatic paradigm in the framework of the neo-realism theory, argues that some factors such as China loyalty to Iran during difficult situation of the sanctions, Iran’s continuing mistrust to the West despite reviving the relationship, Tehran-Beijing mutual economic necessities, Iran’s geopolitics and geostrategic importance for China, mutual needs for countering the radicalism, terrorism, fundamentalism and also opposing to the present international order and the US unilateralism have caused Iran and China in addition to maintain the ongoing level of interactions and political and economic relations, they also try to develop bilateral ties further.
