Abstract:
انرژی یکی از مهمترین کلیدهای دستیابی به رفاه و رشد پایدار در نظامهای اقتصادی و سیاسی است. استخراج انرژی، ذخیرهسازی، انتقال و مصرف آن همراه با آلایندگی محیطزیست است. دستیابی به اهداف کلان و بلندمدت در زمینه انرژی و تأمین آن و رعایت اولویتهای زیستمحیطی، نیازمند برنامهریزی و تدوین استراتژیهای کاربردی و عملیاتی است. مدیریت زنجیره تأمین سبز، مفهومی است که در سالهای اخیر، برای حصول اطمینان از تأمین اولویتهای محیطزیست و مسئولیتهای اجتماعی سازمانها در تمامی مراحل تولید، انتقال و مصرف محصول، شکل گرفته است. تدوین استراتژی برای تولید انرژی با رعایت استانداردهای مدیریت زنجیره تأمین سبز، فرایندی پیچیده، زمانبر و هزینهبر است که شامل در نظر گرفتن گروههای مختلف اثرگذار و اثرپذیر میباشد. هر یک از این گروهها دارای میزان علاقه و قدرت متفاوتی است که نقش آنها جهت مشارکت در تدوین استراتژی بر اساس آن تعریف میشود. نادیده گرفتن نقش هر یک از این گروهها، میتواند منجر به تدوین استراتژی ناکارامدی گردد که هدررفت هزینه و انرژی بخشهای مختلف زنجیره تأمین گاز را به دنبال خواهد داشت. در این مقاله با استفاده از رویکرد استراتژی مذاکره و بازتاب مفاهمه، مشارکتکنندگان مسئله شناسایی شدند. سپس با ترسیم نمودار قدرت/علاقه نقش هر یک از مشارکتکنندگان تعیین گردید. در ادامه با استفاده از تئوری درام، مسئله تقابل بازیگران زنجیره تأمین سبز گاز ساختاردهی گردید. بدین منظور اولویتها و گزینههای تصمیم هر یک از بازیگرانِ شناسایی شده در فاز قبلی، در یک میز مذاکره، مورد تحلیل قرار گرفته و معضلات عدم همکاری و کشمکش بین آنها ارزیابی شد. در نهایت راهکارهایی برای حل معضلات در مسئله تدوین استراتژی ارائه گردید.
Energy is one of the most important keys to achieve prosperity and sustainable development in the economic and political systems. Energy extraction, storage, transmission and its consumption is coupled with environmental pollution. Achieving long-term and major goals in the field of energy and its supply and observance of environmental priorities require planning and developing functional and operational strategies. Green supply chain management, is a concept that has been formed in the recent years to ensure the provision of environmental priorities and social responsibilities of institutions and organizations at all stages of production, transmission and consumption of the product. Developing strategies for the production of energy along with the observance of the green supply chain management standards, is a complex, time consuming and costly process that includes consideration of various groups. Each of the impressive and impressionable groups has different levels of interest and power that their role for participating in the development of the strategies is defined according to them. Ignorance of the role of each of the various groups can result in the lack of proper implementation of the developed strategy. In this paper, the participants have been identified with JOURNEY making approach. Then the relationships between these identified participants have been illustrated by Power/Interest Grid. In the final step, for structuring the problem of green gas supply chain strategy making, the Drama Theory have been utilized. Using this approach in Soft OR, led us systematically and comprehensively know better the preferences and options of each identified party and the probable confrontation and cooperation between them. The Options Board and Tug of War are two illustrating figures that helps to find out existing dilemmas.
