Abstract:
طبق «نظریه اول گذار جمعیتی» که تحولات حجم، رشد و ساختار سنی جمعیت جوامع را تبیین میکند، در ایران این گذار به مرحله سوم یعنی کاهش توأم نرخ باروری و نرخ مرگومیر رسیده و ساختار سنی جمعیت در مرحله میانسالی قرار گرفته است. در چنین شرایطی، با رسیدن سهم جمعیت مولّد یا بالقوه فعال از نظر اقتصادی (سهم جمعیت 15 تا 64 ساله) به میزانهای حداکثری خود یعنی حدود 70 درصد کل جمعیت کشور، «پنجره فرصت جمعیتی» در ایران فراهم گردیده و به فعل در آمدن این فرصت، مستلزم توجه ویژه به نقش تغییرات ساختار سنی در «چرخه عمر اقتصادی» و سیاستگذاری و برنامهریزی شایسته، برای بهرهگیری هرچه بیشتر از آن است. سود جمعیتی طی دو مرحله اتفاق میافتد که «سود جمعیتی اول» به دورانِ به حداکثر رسیدن نیروی کار و رشد مثبت «نسبت حمایت» مرتبط است و «سود جمعیتی دوم» به افزایش «بهرهوریِ نیروی کار» و دورانِ سالمندی جمعیت و افزایش انگیزه پسانداز در میان این بخش از جمعیت مربوط میباشد. در این مقاله پس از مرور مختصری بر مبانی نظری سود جمعیتی، محاسبات لازم برای ایران ارائه میشود، که نشان میدهد زمینه سود جمعیتی اول به مدت حدوداً 40 سال از اواسط دهه 1360 تا اواسط دهه 1410 فراهم شده است. همچنین طبق نتایج بهدست آمده، در مقاطع میانی دوره زمانی مذکور، تا بیشینهای در حدود 2.3 درصد از رقم مربوط به رشد اقتصادی ایران (بدون در نظر گرفتن تأثیر سایر عوامل) به سود جمعیتی اول اختصاص داشته است. پس از این دوره، زمینه سود جمعیتی دوم در ایران آغاز میشود. نکته حائز اهمیت این است که هیچیک از دو مرحله سود جمعیتی، بهخودیخود رخ نمیدهد و اساساً شرایط بالقوهای است که صرفاً با سیاستگذاری و برنامهریزی مؤثر و متناسب با هر دوران میتواند به فعل درآید.
According to the "First Theory of Population Transition", which explains the changes in the volume, growth and age structure of the population of societies, in Iran this transition has reached the third stage, namely the reduction of fertility rate and mortality rate and the age structure of the population is in middle age. In such circumstances, with the share of the productive or potentially economically active population (the share of the population aged 15 to 64) reaching its maximum, ie about 70% of the total population, a "population opportunity window" has been provided in Iran and this is coming to fruition. Opportunity requires special attention to the role of age structure changes in the "economic life cycle" and proper policy-making and planning to take full advantage of it. Demographic benefit occurs in two stages: the "first demographic benefit" is related to the period of labor maximization and the positive growth of the "support ratio" and the "second demographic benefit" is related to the increase of "labor productivity" and the aging population and increasing savings incentive. It belongs to this part of the population. In this article, after a brief review of the theoretical foundations of population benefit, the necessary calculations for Iran are presented, which shows that the first population benefit has been provided for about 40 years from the mid-1981s to the mid-1410s. Also, according to the obtained results, in the middle periods of the mentioned period, up to a maximum of about 2.3% of the figure related to Iran's economic growth (without considering the impact of other factors) was allocated to the first population benefit. After this period, the field of profit of the second population in Iran begins. The important point is that neither of the two stages of demographic profit occurs spontaneously and is essentially a potential condition that can only be realized through effective policy-making and planning appropriate to each period.
