Abstract:
شهرها پدیده های اجتماعی و فیزیکی پیچیدهای هستند که زیر فشار توسعۀ دائمی قرار دارند و تغییرات کمی و کیفی زیادی در آنها به وقوع میپیوندند. از مهمترین پیامدهای رشد شتابان شهرنشینی و توسعۀ کالبدی شهرهای کشور در دهههای اخیر، از هم پاشیدگی نظام توزیع مراکز خدماتی شهر بوده که زمینۀ نابرابری اجتماعی شهروندان در برخورداری از این خدمات را فراهم کرده است. پژوهش حاضر با هدف تحلیل عدالت اجتماعی در ساختار فضایی و نواحی شهری با تأکید بر خدمات آموزشی و فرهنگی در شهر ایلام انجام شده است که از نظر ماهیت، نظری - کاربردی و از لحاظ روش مطالعه، توصیفی- تحلیلی میباشد. در این پژوهش، ابتدا با استفاده از مدل تاپسیس، به رتبهبندی نواحی اقدام شد که نشان داد یافتن الگوی واحد توزیع خدمات آموزشی و فرهنگی در شهر ایلام، میسر نیست؛ در نتیجه این نواحی در سه سطح، بالا، متوسط و پایین قرار گرفتهاند. بخشی از اطلاعات مورد نیاز پژوهش با استفاده از ابزار پرسشنامه جمعآوری شد که حاصل آن بیانگر این بود که شهروندان ناحیۀ پیچ آشوری، با میانگین 31/3 و شهروندان ناحیۀ ویژن با میانگین 12/3 از 5، بیشترین رضایت را از کیفیت خدمات آموزشی و فرهنگی داشتهاند؛ اما شهروندان نواحی مرکزی و بانبرز به ترتیب با میانگین 33/13 و 12/1 از 5 کمترین رضایت را از خدمات مذکور داشتهاند؛ لذا نواحی مرکزی و بانبرز در اولویت بیشتری برای واگذاری خدمات آموزشی و فرهنگی و تلاش برای بسترسازی عدالت فضایی قرار دارند.
The cities are social and physical phenomena that are under the constant pressure of development and expansion, where in multiple quality and quantity changes occur. One of the most important consequences of the rapid urbanizing growth and the body expansion of the cities across the country in the latest decades, is the breakdown of distribution systems of the service centers in the city that initiates the social inequality in enjoying the said services among the citizens. The current paper is based on the aim of analyzing the social justice in the spatial structure of the urban regions in Ilam while emphasizing on the educational-cultural services, and in regards of its nature, it is a theoretical-practical research and regarding the studying method, it is descriptive-analysis. In this research, we used the Topsis model to rank the regions at first. The results of this stage of the research showed that finding a single pattern of the educational-cultural service distribution is not possible; therefore, these regions were categorized as high, middle and lower areas. A part of the needed data was collected via questionnaires. The results showed that the citizens living in Piche Ashoori district, with the average rate of 3.31 and the citizens living in Vijyen district with the average rate of 3.12 out of 5 are the most satisfied with the quality of educational and cultural services. However, the citizens living in the central and Baanbarz district with the average rate of 1.33 and 1.22 out of 5, enjoy the least satisfaction of the said services. Therefore, the central areas and the Baanbarz district are the first priority to be developed with educational-cultural services and should meet more spatial justice.
