Abstract:
حسابدهی سنگ بنای مدیریت مالی در بخش عمومی اسـت و مراجـع ملـی حسابرسـی، نهادهای ملی مسئول هزینههای عمومی و ارائه نظر مستقل بـه قـوه مجریـه راجـع بـه نحوه استفاده از منابع عمومی هستند. اصولا حسابرسی بخـش عمـومی چهـار هـدف عمومی را دنبال میکند: استفاده بهینه از منابع عمومی، ایجاد و توسعه مدیریت مالی سالم، اجرای درست و بهینه فعالیتها و عملیاتهای اداری و اجرایی، انتقال اطلاعات به مراجع عمومی و عموم. این چهار هدف، راهنمای عمل همه مراجع ملی حسابرسی است؛ هرچند الگوهای مختلفی برای حسابرسی خارجی وجود دارد که این مراجع در چارچوب آنها اهـداف خود را در کشورهای مختلف دنبال میکنند. بنابراین آنچه مهم است پیشبرد اهـدافی است که حسابرسی در بخش عمومی دنبال میکنـد. بـه عبـارت دیگـر، معیـار، نـه بهکارگیری الگویی مشخص که به خودی خود موضوعیت نداشته و هر کشوری یکی را بهتناسب قوانین موجود یا سنن سیاسـی و اخلاقـی خـود برمـیگزینـد، بلکـه مـلاک، توانمندی نهادهای نظارتی در اعمال نظارت بر بودجه عمومی است که الگوهای خاص نظارتی یا مراجع نظارتی منتخب تنها طریقی برای رسیدن به آن است؛ اما قطعا وجود شفافیت در روند حسابرسی چه از راه پررنگ کردن نقش پارلمان و کمیتههـای پارلمانی و چه از راه اطلاعرسانی درست به هر نحو، ضـامن سـلامت مـدیریت مـالی بخش عمومی خواهد بود
Accountability is the cornerstone of financial management in the public sector and national Auditing institutions
are responsible for public spending and provide independent opinions to the executive on how to use public
resources. Basically, public sector auditing pursues four general objectives: optimal use of public resources,
establishing and developing sound financial management, proper and optimal execution of administrative and
executive operations, the transfer of information to the public and the general public through the publication of
objective and impartial reports. These four objectives are the guiding principle of all national audit authorities;

advancement of the goals pursued by public auditing. In other words, the criterion is not the use of a specific
pattern that is not relevant to itself and each country chooses one in accordance with its existing laws or political
and moral traditions, the criterion, however, is the ability of supervisory bodies to monitor public finances,
specific supervisory patterns or elected supervisors are the only way to achieve it. But there is certainly
transparency in the audit process either by highlighting the role of parliament and parliamentary committees and
either through the correct notification in any way it is the guarantor will be the health of the public sector
financial management.
