Abstract:
مهاجرتهای بینالمللی، بهخصوص مهاجرتهای غیرقانونی دارای بازتابها و پیامدهای مختلف سیاسی، امنیتی، اقتصادی، اجتماعی، فضای شهر و ... میباشندکه پژوهش حاضر بهدنبال شناخت تبعات و پیامدها در فضای کالبدی در شهر مرزی زاهدان ناشی از ورود مهاجرین افغان میباشد. روش پژوهش توصیفی – تحلیلی است. جامعه آماری متخصصان و صاحب نظران میباشند که به شیوه در دسترس 20 نفر در شهر انتخاب گردیدند. با استفاده از نظرات این گروه ابتدا پیامدها شناخته شدند و سپس میزان اهمیت هریک از آنها به منظور ارائه راهکار با استفاده از روش سوارا بدست آمد. نتایج نشان داد که عدم نظارت کافی یا کوتاهی بر اجرای قوانین شهرسازی از سوی مسئولین و مهاجران به-عنوان مهمترین عامل تاثیرگذار ناشی از مهاجرت افغانیها در شهر مرزی زاهدان در زمینه فضای شهری شناسایی شده است. پایین بودن نرخ مشارکت مردمی با ارگانهای دولتی در امرتوسعه محلات نیز دیگر عامل مهم و اثرگذار بر فضای شهری شناخته شد. از دیگر تاثیرات میتوان به فقدان چشم انداز جامع و عدم مطالعات مناسب برای توسعه آتی شهر، محدودیت امکانات رفاهی در مناطق افغان نشین حاشیهای، آلودگی-های زیست محیطی در فضاهای محلات افغان نشین شهری، عدم ساماندهی نواحی شهری، کیفیت پایین اماکن بهداشتی و سرویسها، نبود فضای مناسب در محلات اولیه افاغنه، عدم توزیع متعادل امکانات و عدم تناسب حجم خدمات با حجم جمعیتی، نامعلوم بودن چشم انداز و اغتشاش بصری و هندسی درمحلات مسکونی و تجاری افاغنه، عدم تامین امنیت در محلات افغاننشین از سوی نیروی انتظامی، حاکمیت عرفی در محلات افاغنه، اشاره کرد.
International migrations, especially illegal migrations, have different political, security, economic, social, urban, etc. repercussions and consequences. The present study seeks to identify the consequences and consequences in physical space. In the border city of Zahedan, it is due to the arrival of Afghan refugees. The research method is descriptive-analytical. The statistical population is specialists and experts who were selected by the available method of 20 people in the city. Using the opinions of this group, first the consequences were identified and then the importance of each of them in order to provide a solution using the Savara method was obtained. The results showed that the lack of adequate or short supervision over the implementation of urban planning laws by officials and immigrants has been identified as the most important factor affecting the migration of Afghans in the border city of Zahedan in terms of urban space. The low rate of public participation with government agencies in the development of neighborhoods was also recognized as another important and influential factor on the urban space. Other effects include the lack of a comprehensive landscape and the lack of appropriate studies for the future development of the city, limited amenities in marginalized Afghan areas, environmental pollution in the urban areas of urban areas, lack of organization of urban areas, low quality Sanitary facilities and services, lack of adequate space in the early Afghan neighborhoods, lack of balanced distribution of facilities and disproportionate volume of services to the population,
