Abstract:
امروزه صنایع فرهنگی از مهمترین مولفه های مرکزی اقتصادفرهنگ و جزو صنایع باارزش افزوده بالاست که در سیاست گذاری ها، جهت دستیابی به توسعه مورد توجه قرار می گیرد. توسعه نیافتگی ایران در اقتصادفرهنگ با وجود ذخایر غنی فرهنگی و نوپا بودن سیاستگذاری در این حوزه، بررسی سیاستهای مرتبط با آن را ضروری می سازد. هدف از مطالعه حاضر، بررسی جایگاه اقتصادفرهنگ و مولفه های آن در سیاستگذاری ها و خلاهای آن با توجه به مدل های نظری است. بدین منظور اسناد بالادستی مرتبط، با روش تحلیل محتوای کیفی مورد بررسی و 455 کد اولیه و 33 مقوله استخراج گردید. نتایج تحقیق نشان می دهد که در اسناد بالادستی به مولفه های توسعه اقتصادفرهنگ در قالب مضامین اصلیِ تولید، توزیع، مصرف، زیرساخت، سطح، نوع و واکنش به جهانی شدن به طور کلی پرداخته شده، اما کمیت و چگونگی آنها متفاوت و در برخی موارد از کاستی هایی رنج می برد. یافته های پژوهش نشان می دهد که از میان مولفه های سیاستگذاری در اقتصادفرهنگ، در سیاستهای کلان کشور، به بخش تولید بیش از توزیع و مصرف توجه شده است. هم چنین تولید محصولات فرهنگی متناسب با بازارهای جهانی و منطقه ای و ارائه آن در این بازارها کمتر مورد توجه، و اکثر سیاستها در سطح ملی تنظیم شده است . بنابراین تاکید مقاله بر این موضوع است که پیشرفت اقتصادفرهنگ در گرو توجه و رشد متعادل همه بخشهای آن اعم از تولید، توزیع و مصرف است و توجه یکسان به بخشها و سطوح مختلف اقتصادفرهنگ در تدوین سیاستها ضروری است.
Today, cultural industries are one of the most important central components of Economics of culture (EC) and one of the high value-added industries that are considered in policy-making to achieve development. Iran's underdevelopment in EC, despite its rich cultural resources and the nascent policy in this field, necessitates the study of related policies. The purpose of this study is to investigate the position of EC and its components in its policies and gaps according to theoretical models. For this purpose, related upstream documents were examined by qualitative content analysis method and 455 initial codes and 33 categories were extracted. The results show that the upstream documents generally address the components of EC development in the form of the main themes of production, distribution, consumption, infrastructure, level, type and response to globalization, but their quantity and manner are different and in some cases, it has shortcomings. Findings show that among the policy components in the EC, in the macro-policies of the country, the production sector has been addressed more than distribution and consumption. Also, the production of cultural products appropriate to global and regional markets and its presentation in these markets is less considered, and most policies are regulated at the national level. Therefore, the emphasis of the article is on the fact that the development of EC depends on the balanced attention and growth of all its sectors, including production, distribution and consumption, and equal attention to different sectors and levels of EC in formulating policies is necessary.
