Abstract:
با شکل گیری تحولاتی که در سال 2003 در عراق شکل گرفت و منجر به سرنگونی حزب بعث و همچنین تحولات سال 2011 مصر که زمینه ساز شکل گیری انقلاب در این کشور شد، مفهوم اقتدارگرایی اهمیت خود را بیش از پیش در تحولات این کشورها نشان داد. سوال اصلی پژوهش حاضر این گونه مطرح شده است که مهمترین وجوه افتراق اقتدارگرایی در عراق و مصر پس از تغییر نظام های سیاسی در این دو کشور کدامند؟ در پاسخ این فرضیه مطرح شده است که اگرچه برخلاف مصر، عراق از موفقیت نسبی بیشتری در کم کردن نقش نظامیان در ساختار نظام سیاسی جدید و تقویت مشارکت عمومی در سیاست این کشور در جهت گذار به دمکراسی برخوردار بوده است، لیکن مصر پس از تغییر نظامسیاسی در آن کشور از ثبات سیاسی بیشتری برخوردار بوده است. نتایج پژوهش نشان می دهد که در ساختار سیاسی مصر، نظامیان همواره به عنوان یکی از ارکان اصلی شناخته می شوند. با وقوع تحولاتی که منجر به انقلاب در این کشور شد، نظامیان کماکان در این کشور نقش مهمی را در اداره امور برعهده دارند. در سوی دیگر، عراق توانسته است تا حدود زیادی از نقش و نفوذ نظامیان در ساختار سیاسی این کشور بکاهد. نوع روش پژوهش توصیفی – تحلیلی و بر مبنای مطالعات کتابخانه ای می باشد.
Iraq and Egypt are known as two important countries in the Arab world. With the formation of the developments in Iraq in 2003, which led to the overthrow of the Ba'ath party, as well as the developments in Egypt in 2011, which paved the way for the revolution in this country, the concept of authoritarianism became more and more important in these countries. The main question of the present study is that what are the most important aspects of authoritarianism in Iraq and Egypt after the change of political systems in these two countries? In response to this hypothesis, although, unlike Egypt, Iraq has had more relative success in reducing the role of the military in the structure of the new political system and strengthening public participation in its policy towards transition to democracy, Egypt after the change of political system There has been more political stability in that country. The results show that in the Egyptian political structure, the military has always been recognized as one of the main pillars. With the developments that led to the revolution in this country, the military continues to play an important role in managing affairs in this country. On the other hand, Iraq has been able to greatly reduce the role and influence of the military in the political structure of this country.
