Abstract:
باتوجه به ارتباط وثیق سیاستگذاری اجتماعی با ساحت سیاست، سعی بر آن است که شکلگیری سیاستهای اجتماعی مربوط به آسیبهای اجتماعی در دوران انقلاب به عنوان نقطه عطف تحولات سیاسی با عطف توجه به نظریه حکومتمندی میشل فوکو، تحلیل شود. لذا، به منظور عینیتبخشی به مراحل روشی کار، تحلیل محتوای مضمونی، مورد استفاده قرار گرفت. دادههای مورد نیاز از سنجههای غیرواکنشی و براى گزینش نمونهها از شیوه نمونهگیرى نظری استفاده شد. یافتهها، حاکی از آن است که منطبق بر شرایط اجتماعی وسیاسی حاکم بر آن دوران، سیاستگذاری انقلابی که از ترکیب مضامین همنشینی گناه/ جرم/ آسیب، سلطه رویکرد حقوقی و مداخلات قضایی- انتظامی، پاکسازی اخلاقی، سیاستگذاری حمایتی و مواجهه با معلولها، معنا یافته بود بر سپهر سیاستگذاری آسیبهای اجتماعی در ابتدای انقلاب، تسلط یافت. به طور کلی، در سیاستگذاری این دوره، ابعاد اجتماعی سیاستگذاری آسیب-های اجتماعی به نفع ابعاد حقوقی و قضایی کمتر مد نظر قرار گرفته است. اما نکته قابل تامل و البته مثبت در جریان هژمون شدن، تدوین و اجرای سیاستهای مزبور، پذیرش اجتماعی آن سیاستها بود. بنابراین، لازم است در سیاستگذاریها، به مسئله پذیرش اجتماعی آن توجه جدی شود، چراکه پذیرش اجتماعی هر نوع سیاستی، ضامن موفقیت و به ثمرنشستن آن سیاست است.
Considering the close relationship between social policymaking and politics, it is tried to analyze the formation of social policies related to social harms during the revolution as a turning point of political developments, paying attention to Foucault's theory of governmentality. in order to objectify the methodological steps of the work, thematic content analysis was used. to answer the research questions, the required data were used from non-response measures and theoretical sampling method was used to select the samples.Discussion: In the discourse of this period, the social dimension of social harm policy-making in favor of the legal dimension was less considered. But the point to consider during the hegemony of policies was their social acceptance. it is necessary to pay serious attention to the issue of social acceptance, because social acceptance of any policy guarantees the success of that policy.The findings indicate that in accordance with the social conditions prevailing at that time, the revolutionary policy that combines the themes of coexistence of guilt/crime/harm, the dominance of the legal approach and judicial interventions, moral purification, Supportive policies and dealing with the disabled had gained meaning, and dominated the sphere of social harms policies at the beginning of the revolution.
