Abstract:
کشورهای ایران و روسیه از دیرباز دو قطب مهم در دو سوی دریای خزر بودهاند که در مناطق هارتلند و ریملند جهانی قرارگرفتهاند. اهمیت ژئوپلیتیک و ژئواستراتژیک دو کشور نسبت به سایر کشورهای منطقه سبب شده نقش پویاتری در معادلات سیاسی آسیای مرکزی و قفقاز داشته باشند. ازآنجاکه امروزه عامل قدرت و وزن ژئوپلیتیکی در روابط بینالملل اهمیت دوچندان یافته است و روسیه یک قدرت جهانی و ایران یک قدرت منطقهای قلمداد میشود؛ دو کشور همواره در روابط خود از این عاملها در جهت اعمال سیاستهای خود بهره میبرند. نظریه واقعگرایی هانس مورگنتا که بر توازن قوا و نقش عامل قدرت تأکید دارد، گواهی بر این ادعا میباشد. این مقاله سعی دارد با روش کیفی و رویکرد توصیفیتحلیلی و از دیدگاه نظریه توازن قوا به تحلیل ژئوپلیتیکی روابط ایران و روسیه پس از انقلاب اسلامی بپردازد. براین اساس نتایج پژوهش حاکی از آن است، همانطور که مورگنتا بر عامل قدرت و منافع ملی بهعنوان مهمترین شاخص در روابط بینالملل تأکید دارد، روسیه همواره همۀ روابط سیاسی خود را با ایران بهویژه در مسائل منطقۀ آسیای مرکزی – قفقاز- غرب آسیا و برجام در راستای منافع ملی خود تدوین کرده و روابط تاکتیکی خود را با ایران مبتنی بر اهداف استراتژیک در جهت افزایش قدرت و وزن ژئوپلیتیکی خود بهره برده است. ولی به نظر میرسد، تصمیمگیرندگان در عرصه روابط خارجی باید بیشازپیش به این عوامل توجه کنند.
The countries of Iran and Russia have long been two important poles on both sides of the Caspian Sea, which are located in the Heartland and Rimland regions of the world. The geopolitical and geostrategic importance of the two countries compared to other countries in the region has caused them to play a more dynamic role in the political equations of Central Asia and the Caucasus. Since today the factor of geopolitical power and weight has become doubly important in international relations and Russia is considered a global power and Iran is considered a regional power; The two countries always use these factors in their relations to implement their policies. Hans Morgenth's theory of realism, which emphasizes the balance of power and the role of the power factor, is a proof of this claim. This article tries to analyze the geopolitical relations between Iran and Russia after the Islamic Revolution with a qualitative method and a descriptive-analytical approach and from the perspective of the balance of power theory. Therefore, the results of the research indicate that, as Morgenth emphasizes the factor of power and national interests as the most important indicator in international relations, Russia always maintains all its political relations with Iran, especially in the issues of the Central Asia-Caucasus-West Asia region and the JCPOA. It has formulated its national interests and used its tactical relations with Iran based on strategic goals to increase its geopolitical power and weight. But it seems that decision makers in the field of foreign relations should pay more attention to these factors.
