Abstract:
باتورقی برتاریخ ایران به مقطعی برخوردمی نماییم که اولین حکومت تثبییت شده شیعی زمانی پای برعرصه مدیریت سیاسی ایران می نهدکه دولت های رقیب با فراهم نمودن زیرساختهای فرهنگی واجتماعی تحت حمایت استعمارگران باعنوان حاکمان دینی ومفتی به استقلال رسیده بودند بدیهی است این مهم آغازی است بر بحران های سیاسی این حکومت نوپا باحکومتهای همسایه لذا حاکمان صفوی برآن شدند تا راهبردی را بامحوریت همبستگی قومی ومذهبی تحت عنوان دولت-ملتسازی طراحی نمایند. ازآنجائیکه ناهمگونی قومی و دینی از ویژگی های ساختی کشورهای منطقه خاورمیانه میباشدو جنگ قومیت ها و استفاده از خرده فرهنگ ها در منطقه فصل مهمی از تاریخ درگیریهای این ملت ها بوده وازآن رو که واقعیت موجود با فرایند استقلال جویی اقوام به جای استیلا جویی عملا به مسئله ای امنیتی تبدیل گردیده و در بسیاری از موارد اراضی واحدهای سیاسی منطقه را نیز تهدیدنموده. پژوهش حاضربا واکاوی مدیریت بحران سیاسی آن دوران تحت راهبردموردنظر ،در پی پاسخگویی به این پرسش است که چراامروزه کشورهای خاورمیانه با وجودتلاش بسیار با بحرانهای بزرگ مواجه اند ؟ در پاسخ ، این فرضیه مطرح است که ابترشدن ریشة این بحرانها ، عدم تبدیل تهدید به فرصت بابهره مناسب ازاین راهبرد تحت عنوان دولت-ملتسازی است؟ روندی که از پیامدهای آن ایجاد تدریجی گسلهای قومی ومذهبی وبه تبع شکاف دولتها وملتها درسطح ملی ومنطقه بوده است که می توانددرقالب واکنشی تجدیدنظرطلبانه به نظم حاکم در سطوح موردنظر بینجامد.

In response, is it hypothesized that rooting out these crises is not turning the threat into an opportunity to take advantage of this strategy called nation-building? The process has resulted in the gradual creation of ethnic and religious faults and, consequently, the rift between states and nations at the national and regional levels, which can lead to a revisionist reaction to the ruling order at the desired levels
