Abstract:
کشورها از روشهای مختلف برای تامین امنیت مرزها و همچنین مدیریت و کنترل آنها استفاده میکنند. انسداد فیزیکی مرزها از جمله روشهایی است که برخی از کشورها از جمله ایران در راستای مدیریت و کنترل بهینه مرزها و تامین امنیت مرزی از آن استفاده مینمایند. اما این موضوع علی رغم نتایج مثبت؛ چالشهای مختلف اجتماعیف اقتصادی، فرهنگی و سیاسی را به همراه داشته است. پژوهش حاضر به شناسایی چالشهای پیرامون انسداد مرزهای شهرستان بانه در استان کردستان پرداخته است. پژوهش حاضر از نظر هدف، کاربردی و از نظر رویکرد پژوهشی و روش اجرا، از نوع کیفی است. جامعه آماری پژوهش شامل کلیۀ مسئولان انتظامی، امنیتی و سیاسی با بالای سه سال مسئولیت در شهرستان بانه بوده که به نوعی در ارتباط با مرز و گذرگاههای مرزی، تجربۀ کاری داشتهاند و به روش نمونهگیری هدفمند انتخاب شدهاند. اطلاعات و دادههای مورد نیاز پژوهش از طریق مطالعات اسنادی و مصاحبه نیمه ساختاریافته با نمونۀ آماری در نظر گرفته شده گردآوری شده و تجزیه و تحلیل محتوای به دست آمده از مصاحبه نیز با روش تحلیل محتوای مضمون و براساس سه مرحلۀ کدگذاری باز، محوری و گزینشی انجام شده است. یافته های تحقیق حاکی از آن بود که انسداد مرزها و به خطر افتادن معیشت و رفاه ساکنین این مناطق دستاویزی برای احزاب و گروههای معاند و همچنین دشمنان منطقهای و بین الملی است و این موضوع میتواند اغتشاشات و اعتصابات گروههای مختلف صنفی و مردم را به همراه داشته باشد.همچنین افزایش شکاف سیاسی، کاستن از مشروعیت نظام، واگرایی از حکومت مرزی و کاهش اعتماد به نفس ساکنین مناطق مرزی از چالشهای ناشی از انسداد مرزها به شمار میآیند.
Countries use a variety of methods to secure and manage their borders. Physical blockade of the borders is one of the methods that some countries, including Iran, use to manage and control the borders efficiently and ensure border security. But despite the positive results, this has led to various socioeconomic, cultural and political challenges. In the present study, the challenges of blocking the borders of Baneh city in Kurdistan province were identified. The present study is applied and the method is descriptive-analytical. The statistical population of the study also includes law enforcement, political, and Revolutionary Guards staff in Baneh County, which are somehow related to border and border security. The information and data needed for the research were collected through library studies and interviews with the statistical population. Qualitative research method of interview content analysis was used to analyze the interview data. The results of the interviews showed that blocking the borders and endangering the livelihoods and welfare of the inhabitants of these areas are a prerequisite for allied parties and groups as well as regional and international enemies. Have different guilds and people to accompany. Increasing the political divide, diminishing the legitimacy of the system, diverging boundaries, and lowering the confidence of border residents are the challenges posed by the blockade.
