Abstract:
طرح استراتژی توسعه شهری، رویکردی راهبردی است که هم اکنون در بسیاری از کشورهای جهان و به خصوص کشورهای در حال توسعه با استقبال مواجه شده است. فرایند راهبرد توسعه شهر (CDS) به عنوان یک نظریه رویه ای محتوایی و به عنوان رویکردی نوین در برنامه ریزی شهری توسط سازمان ائتلاف شهرها در سال 1999 با هدف کاهش فقر، توسعه پایدار و ارتقای مشارکت و ایجاد حکمرانی خوب شهری مطرح گردید. راهبرد توسعه شهر رویکردی نسبتاً جدید در مدیریت شهرها است که برپایه دو پیشفرض مهم بنا شده است، تمرکززدایی از فعالیتها و افزایش سهم مشارکتهای مردمی و بهکارگیری فعالانه سازمانهای غیردولتی اعم از صنفی و تخصصی در تمام تصمیمگیریهای مربوط به مسائل شهری. راهبرد توسعه شهری فرآیند تهیه چشمانداز بلندمدت از آینده شهر است که بر اساس آن برنامههای اجرایی تهیه می-شود همچنین با توجه به اینکه جمعیت امروز بشر در حال افزایش است و در استفاده از منابع طبیعی و بکار گیری امکانات اقتصادی فیزیکی اجتماعی و... برای ارتقاء سطح زندگی بشر نیاز به تدوین برنامه ریزی شهری است. از الزامات تدوین برنامه ریزی شهری اینکه امروزه شهرها پیوسته در حال تغییر هستند و با خود کمبودها مسائل و محدودیت هایی به همراه دارند و رفع این نیازها و مشکلات هدف اصلی برنامه ریزی شهری می باشد. هدف از پژوهش حاضر ارزیابی متغیرهای موثر بر طرح راهبرد توسعه شهری در برنامه ریزی و توسعه پایدار شهری می باشد. روش تحقیق توصیفی- تحلیلی می باشد. در این راستا از تحلیل میک مک استفاده شده است. نتایج پژوهش نشان داد رقابتپذیری شهری، برندسازی شهری، اثربخشی دولت، دسترسی به خدمات عمومی و برنامه ریزی استراتژیک بیشترین میزان تاثیرگذاری بر فرایند راهبرد توسعه شهر را خواهند داشت که باید مورد توجه برنامه ریزان و مدیران شهری قرار گیرد.
The Urban Development Strategy Plan is a strategic approach that is now welcomed in many countries around the world, especially in developing countries. The Urban Development Strategy (CDS) process was introduced as a content procedural theory and as a new approach in urban planning by the Coalition of Cities in 1999 with the aim of reducing poverty, sustainable development and promoting participation and good urban governance. Urban development strategy is a relatively new approach in urban management that is based on two important assumptions, decentralization of activities and increasing the share of public participation and active use of non-governmental organizations, both trade unions and specialized in all decisions related to urban issues. Urban development strategy is the process of preparing a long-term vision of the future of the city, based on which executive plans are prepared. And ... to improve the standard of living of human beings, urban planning is needed. One of the requirements of urban planning is that today cities are constantly changing and with their shortcomings, there are problems and limitations, and solving these needs and problems is the main goal of urban planning. The purpose of this study is to evaluate the variables affecting the urban development strategy plan in sustainable urban planning and development. The research method is descriptive-analytical. Mick Mac analysis has been used in this regard.
