Abstract:
بیعدالتی متاثر از مسائل اقتصادی، سیاسی و اجتماعی است و نمود فضایی آن در سطح شهر آشکار میشود، این امر میتواند سبب افزایش فاصله بین افراد، مشاغل و خدماتعمومی گردد؛ بهمنظور تحقق مفهوم عدالت اجتماعی، خدمات عمومی باید بهگونهای توزیع شوندکه نیازهای جوامع آسیبدیده اجتماعی را تسهیل کنند؛ شهر جهرم، در چند دهه گذشته از حیث جمعیت و کالبد، با سرعت رشد و گسترش یافته، اما به تناسب آن خدماتعمومی شهریِ مورد نیاز توسعه پیدا نکردهاست؛ پژوهش حاضر با هدفِ سطحبندی نواحی محروم و برخوردار از منظر توزیع خدمات شهری و شناسایی الگوی فضایی پراکنش خدمات عمومی در سطح نواحی شهری جهرم، انجام گرفته؛ روش انجام پژوهش از نوع توصیفی-تحلیلی و از نظر هدف کاربردی میباشد. جامعۀ آماری پژوهش نواحی چهارگانۀ شهر جهرم و شاخصهای مورد نظر، کاربریهای بهداشتی-درمانی، تجاری، آموزشی، تاسیسات و تجهیزات شهری، فضای سبز، ورزشی، گردشگری-پذیرایی و فرهنگی-مذهبی، هستند. بهمنظور بررسی وضعیت توزیع خدمات عمومی (کمیت توزیعی) در نواحی چهارگانۀ شهر، از سه مدلِ تاپسیس، ویکور و کوپراس بهرهگرفته شد، در ادامه نتایج حاصل از سه مدل فوق با یکدیگر ترکیب گردیدند؛ بر این اساس نواحی یک و دو از شهر جهرم با امتیاز 46/0 در رتبه نخست (برخوردار)، ناحیه چهار با امتیاز 41/0 در رتبه دوم (کمتر برخوردار) و ناحیه سه با امتیاز 36/0 در رتبۀ سوم (محروم) از نظر توزیع خدمات شهری قرار گرفتند؛ در مرحلۀ دوم به منظور بررسی توزیع فضایی خدمات (کیفیت توزیعی)، با استفاده از آمارۀ موران I معین شد که عدالت در کیفیت توزیعی شهر جهرم، کاملا برعکسِ عدالت در کمیت توزیعی است و نواحی دارای تراکم خدمات در جوار یکدیگر به صورت الگوی خوشهای قرار گرفتهاند؛ در نهایت با تحلیل نقشۀ خوشهها و ناخوشهها در سطح شهر مشخص گردید، خدماتعمومی در شهر جهرم از الگوی مرکز-پیرامونی تبعیت میکنند بهگونهای که خوشههای خدماتعمومی به صورت متمرکز در بخش میانی، با غلبۀ خوشههای سرد (تجاری، ورزشی، گردشگری-پذیرایی و فرهنگی-مذهبی)، تجمع دارند و هرچه از ناحیۀ مرکز به پیرامون شهر حرکت میکنیم، شاهد کاهش یافتن خوشههای خدماتعمومی هستیم و همچنین تمرکز غالب خوشههای خدماتی در ناحیۀ یک و دو از شهر میباشد.
Injustice is affected by economic, political and social issues and its spatial manifestation is manifested in the city, which can increase the distance between people, jobs and public services; In order to realize the concept of social justice, public services must be distributed in a way that facilitates the needs of socially disadvantaged communities; The city of Jahrom has grown rapidly in population and body over the past few decades, but has not developed the urban public services required accordingly; The present study analyzes the distribution pattern of public services in Jahrom city based on the space justice approach; The research method is descriptive-analytical and applied in terms of purpose. The statistical population of the study is four areas of Jahrom city. The indicators of the research are health-medical, commercial, educational uses, urban facilities and equipment, green space, sports, tourism-hospitality and cultural-religious. In order to investigate the distribution of public service uses in urban areas, three models of TOPSIS, VICOR and Coopers were used; Then the results of the above three models were combined; Accordingly, districts one and two of Jahrom city with a score of 0.46 were in the first rank, district four with a score of 0.41 in the second rank and district three with a score of 0.36 in the third rank in terms of public service distribution; In the second stage, using Moran I statistics, it was found that the service areas of Jahrom city are located next to each other in a centralized manner with a cluster pattern; Finally, by analyzing the map of clusters and inconveniences in the city, it was found that public services follow the center-periphery pattern, so that service clusters are centrally located in the middle part and whatever Towards the center, we move around the city, we see the decrease of public service clusters and also the dominant concentration of service clusters in the first and second districts of the city.
