Abstract:
این مقاله به مطالعه ساختار حکومت محلی در فرانسه و روند تمرکززدایی این کشور میپردازد. فرانسه به طور سنتی دارای یک نظام کاملاً متمرکز بوده است که در آن مجریان و مسئولین اداره امور در سطح محلی از سوی دولت تعیین منسوب میشدند. بااینحال از سال ۱۹۸۲ و در پی اصلاحات گسترده مسئولین منتخب محلی دارای اختیارات اجرایی و اداری گستردهای شدند که ساختار حکومت محلی و نظام سیاسی نیمهمتمرکز در این کشور را تشکیل میدهد. در حال حاضر ساختار نیمهمتمرکز حکومت محلی در فرانسه شامل سه سطح کمون، دپارتمان و ناحیه است که هر کدام وظایف مشخصی را بر عهده دارند این مقاله به شکلی توصیفی و بر پایه مرور پژوهشهای انجام شده مبتنی بر منابع کتابخانهای به بررسی سطوح مختلف حکومت محلی در فرانسه و اختیارات آنها میپردازد، در این راستا ابتدا تاریخچه و سطوح مختلف حکومت محلی مورد بررسی قرار گرفته و وظایف هر یک تشریح میگردد سپس ساختار ادارات محلی و نقش حکومت مرکزی در قالب فرماندار و سطوح تقسیمبندی اداری مورد ارزیابی قرار گرفته و مشکلات حکومت محلی بررسی میشود.
This article studies the structure of local government in France and the decentralization process of this country. France has traditionally had a highly centralized system in which executives and officials at the local level were appointed by the government. However, since 1982 and following extensive reforms, elected local officials have extensive executive and administrative powers that form the structure of local government and semi-centralized political system in this country. Currently, the semi-centralized structure of local government in France consists of three levels: commune, department and district, each of which has specific tasks. France and their powers, in this regard, first the history and different levels of local government are examined and the duties of each one are explained, then the structure of local administrations and the role of the central government in the form of the governor and levels of administrative division are evaluated and the problems of local government are examined.
