Abstract:
از مباحثی که بسیار موردتوجه پژوهشگران و سیاستمداران قرارگرفته است جهانیشدن است که بر ابعاد مختلف سیاسی، اقتصادی، فرهنگی و اجتماعی تاثیرگذار است. از سوی دیگر بحث حقوق بشر نیز بعد از جنگ دوم جهانی بسیار مورد توجه مجامع جهانی و محافل علمی وسیاسی قرار گرفته است. مقاله حاضر به روش تحلیلی و توصیفی به دنبال پاسخ به این پرسش است که تاثیر فرآیند جهانیشدن بر حقوق بشر چیست؟ یافتهها نشان میدهد که دو نگرش تهدید یا فرصت نگری در قبال حقوق بشر نسبت به فرآیند وجود دارد. یافتهها بیانگر وجود دو دیدگاه مثبت و منفی به رابطه جهانیشدن و حقوق بشر است بهطوریکه نسبیگرایی فرهنگی، منشا لیبرالیستی حقوق بشر جهانی، ماهیت استعماری شعار جهانیشدن، تهدید هویت در سایه حقوق بشر، استفاده ابزاری قدرتهای بزرگ و عملکرد متناقض سازمان ملل در دیدگاه منفی و احترام به کثرتگرایی توجه به حقوق بشر در زمان وقوع بحرانها، گسترش دستاوردهای حقوق بشری، تقویت ظرفیتهای فرهنگی و پاسخگو کردن دولتها در دیدگاه مثبت است.
One of the topics that has received a lot of attention from researchers and politicians is
globalization, which affects various political, economic, cultural and social aspects. On the other
hand, the discussion of human rights has also received a lot of attention from international
assemblies and scientific and political circles after the Second World War. The current article
seeks to answer the question of what is the impact of the globalization process on human rights in
an analytical and descriptive way? The findings show that there are two attitudes of threat or
opportunism towards human rights towards the process. The findings indicate the existence of two
positive and negative views on the relationship between globalization and human rights, such that
cultural relativism, the liberal origin of global human rights, the colonial nature of the slogan of
globalization, the threat of identity in the shadow of human rights, the instrumental use of great
powers and the contradictory performance of the United Nations in the negative view and
Respecting pluralism is paying attention to human rights during crises, expanding human rights
achievements, strengthening cultural capacities and holding governments accountable in a positive
perspective.
