Abstract:
زمینه و هدف: در دهههای اخیر تلاشهای زیادی برای ایجاد انسجام در زیرسیستمهای منابع انسانی از جمله حرکت به سمت طراحی و تدوین الگوهای قابلیت به عنوان مبنای توسعه کارکنان اجرایی شده است. هدف مقاله حاضر ارائه الگوی توسعه ظرفیتهای منابع انسانی بر اساس مدل PCMM در پشتیبانی دریایی ناجا بود. روششناسی: روش تحقیق حاضر، ترکیبی (آمیخته) و از نوع اکتشافی بود. جامعه آماری در بخش کیفی پژوهش شامل10 نفر خبرگان (متخصصین در حوزه توسعه ظرفیتهای منابع انسانی تا زمان رسیدن به اشباع نظری) و در بخش کمی شامل 60 نفر از کارشناسان اداره پشتیبانی دریایی ناجا بود که با استفاده از روش نمونهگیری در دسترس به عضویت اعضای نمونه آماری تحقیق انتخاب شدند. برای جمعآوری اطلاعات بخش نظری از روش کتابخانهای و به منظور تدوین، پخش و جمعآوری نتایج پرسشنامه در دو بخش کیفی و کمی از روش میدانی استفاده شد. به جهت تحلیل دادههای حاصل از پرسشنامه و مصاحبههای صورت پذیرفته از نرمافزارهای MAXQDA و Smartpls استفاده شد.. یافتهها: یافتهها منجربه استخراج 17 مولفه تاثیر گذار در توسعه ظرفیتهای منابع انسانی با رویکرد مدل بلوغ قابلیتهای نیروی انسانی گردیدنتایج: نتایج نشان داد که عامل ایجاد انگیزه، برنامههای آموزشی و گردش شغلی از مهمترین و بالاترین امتیاز برخورداربوده و توجه به این منبع عظیم در زمینه مدیریت منابع انسانی و در نظر گرفتن نیازها و مشکلات آنها و همچنین استقرار افراد مناسب در سازمانها از عوامل موثر در موفقیت و پیشرفت هر سازمانی میباشد.
In recent decades, many efforts have been made to integrate human resource subsystems. Among them is the move towards designing and developing capability models as the basis for staff development and the basis for coordination between training units, manpower planning, supply and other departments and subsystems of human resource management.The present paper examines the human resource capacity development model in the Maritime Support Organization. The purpose is to provide a human resource capacity development model based on the PCMM model. This research used two quantitative and qualitative sections with a mixed approach to study the model. In the qualitative part, the theme approach was used, and in the quantitative part, exploratory and confirmatory factor analysis was used to identify and construct the model and present the model. The statistical population of 10 experts in the first stage and in the second stage, 60 experts of the NAJA Maritime Support Office were provided with the full number of the second checklist.The results show that the Marine Support Organization needs to train its human resources to develop as well as increase the rewards and facilities of staff and infrastructure, so the person will feel satisfaction and satisfaction with the above factors, always to The work will become more self-interested and will likely require more effort. And because of this, his job productivity will increase, which is the motivating force for job satisfaction that will lead to job satisfaction.
