Abstract:
The nuclear program of the Islamic Republic of Iran has faced extensive challenges on the international stage from its inception. One of the most significant turning points in this journey was the historic fatwa issued by His Eminence Ayatollah Khamenei in 2004, declaring the prohibition of the use of nuclear weapons. This fatwa has had profound impacts on Iran's nuclear policies and its relations with the global community. Alongside Iran's commitments to international regimes such as the Non-Proliferation Treaty, this fatwa has not only served as an ethical and religious framework for the peaceful use of nuclear energy but has also emerged as an influential factor in Iran's international and diplomatic policies toward nuclear-armed states and international institutions. This article aims to analyze the strategic impacts of the fatwa by His Eminence Ayatollah Khamenei on international law and the peaceful nuclear policies of the Islamic Republic of Iran, examining its legal, political, and diplomatic dimensions. Content analysis and comparative methods are employed to explore how Iran interacts with international norms, particularly in the context of the peaceful use of nuclear energy and international commitments. The findings indicate that while the fatwa by His Eminence Ayatollah Khamenei has strengthened the legitimacy of Iran's peaceful nuclear program, it has also introduced new challenges in nuclear negotiations and the country's international engagements with nuclear-armed powers and international organizations.

Ayatollah Khamenei's fatwa, based on the prohibition of the production and use of nuclear weapons, is one of the most important foundations of the foreign policy of the Islamic Republic of Iran in line with the promotion of regional and global security.
