Abstract:
The crisis is one of the inevitable facts of human life during different periods. Crisis disrupting order on the original system or parts of it, a situation that requires an immediate response and resource allocation is extraordinary, and has created confusion and surprise is the decision-making bodies. In the meantime, the need to take advantage of the emergency and disaster management in order to quickly return to normal society is necessary. This study represents the "passive defense requirements based on crisis management" as its main objective is.
