Abstract:
Human resource productivity is among the important topics in today's management circles. Achieving this goal requires planning and a precise understanding of the existing events in the organization. Today, productivity is mostly presented as an intellectual perspective, an attitude, and a mindset for continuous progress, and in its deepest meaning, it is an attitude for rationalizing activities. Therefore, the main goal of this research is to identify the obstacles and problems of human resource non-productivity in the sports departments of Khuzestan. This study was conducted using a descriptive-analytical method. The results of this research indicate that the main obstacles to productivity in the sports departments of Khuzestan include managerial, individual, cultural, environmental, and socio-psychological factors.

Mir Mohammadi (1373), the former Secretary General of our country's Administrative and Recruitment Affairs Organization, believes that the improvement and enhancement of human resource productivity in the country's organizations depends on applying the following factors: 1- Continuous job training 2- Increasing employee motivation 3- Opportunity for initiative and creativity 4- Establishing a proper performance-based payment system and establishing a system of punishment and reward.
Some other experts emphasize the following six factors as enhancers of human resource productivity, which are: 1- Training and education of employees 2- Personnel system, which includes job security and fair treatment of employees 3- Proper management through the establishment of appropriate systems and standards 4- Creating motivation in employees 5- Good relations between workers and employers 6- Improving the work environment or human factors engineering, which prepares the work conditions for desirable performance and results (Bashirzadeh, 1385).
Shortage of raw materials, improper job design, weakness in supervision, lack of appropriate equipment and work tools, absenteeism, poor communication, improper layout, delay in inspection, and rework were identified as the most important obstacles to improving human resource productivity in the construction and civil industries in Thailand.
