Abstract:
On one hand، terrorism is a tool for micropowers against the great powers and the strong and on the other hand، it is a tool for the great powers and the powerful against the weak. In other words، terrorism is a “threating tools of all against all”، and historically، the weak and the strong mutually have used it against each other. However، resistance-oriented conception has changed above-mentioned conceptual and political equations in human and Islamic view. Fundamentally، resistance is different from terrorism in terms of means and ends. Resistance is a socio-political action for bringing a defeated discourse back to the text. Today، resistance deals with ethnic، national، religious minorities who feel their sounds may be not heared. Worse than that، they are suppressed، marginalized، and، of course، have been humiliated. Generally، resistance is a result of awakening and knowing about tyranny، tangible discrimination and double standards in global community towards some societies and cultures، which usually results in a horizontal and vertical spread of individual and group’s complexes and beliefs. Therefore، negation of this resistance is –itself-terrorist action. Belief in resistance has resulted in formation of resistance groups and liberation movements. Put exactly، the liberation movements’ signified result from resistance signifier. The main hypothesis of this paper is that gap between resistance and terrorism depend on means and ends. In other words، According to the Quranic teachings، killing innocent people (even one person) fills gap and difference between terrorism and resistance.

Any attack on innocent individuals is in contradiction with the provisions of the 1948 Universal Declaration of Human Rights as well as Article 2 of the United Nations Charter, which considers the use of force against a state or its territory a violation of international law; therefore, it must be understood how a distinction can be made between terrorism and resistance in such cases.
