چکیده:
از آنجایی که در شرایط بحرانی و تحریم اقتصادی، مدیران افزایش تقاضا را دائمی و کاهش آن را موقتی تلقی می-کنند؛ چنانچه این موضوع در تصمیمگیری منعکس شود، چسبندگی هزینهها را به همراه خواهد داشت. از این رو، انتظار میرود در دورانی که وضعیت کلی اقتصاد رو به رشد یا در مقابل تحریم اقتصادی حاکم باشد، مدیران ارشد شرکتها نیز در تصمیمگیریهای درون شرکت این وضعیت را لحاظ کرده و چسبندگی هزینه به گونهای متفاوت تحت تاثیر قرار گیرد. لذا این پژوهش به بررسی تاثیر ارتباطات سیاسی و تحریمهای اقتصادی بر چسبندگی هزینهها با تاکید بر نقش مالکیت نهادی در بورس اوراق بهادار تهران طی بازه زمانی 1391 تا 1399 با استفاده از اطلاعات 150 شرکت پرداخته است. آزمون فرضیهها از طریق رگرسیون چندگانه و به روش حداقل مربعات تعمیم یافته (EGLS) باچیدمان دادهای تابلویی صورت پذیرفت. نتایج فرضیههای پژوهش نشان داد که رفتار نامتقارن (چسبندگی هزینه) در هزینههای اداری، عمومی و فروش وجود دارد و در شرکتهایی که دارای روابط سیاسی هستند میزان چسبندگی هزینهها کاهش مییابد اما در شرایط تحریمهای اقتصادی، شدت چسبندگی هزینهها بیشتر و چسبندهتر میشوند. به عبارتی در شرایط بحرانی مانند تحریمهای اقتصادی؛ وجود مدیران دارای روابط سیاسی میتواند به صادرات محصولات و تامین مواد اولیه، تخفیفهای مالیاتی، دسترسی آسانتر به اعتبارات و تامین مالی برای شرکت کمک کرده و در کوتاهمدت شرایط شرکت را باثبات نگه دارند که مجموعه این عوامل میتواند منجر به کاهش چسبندگی هزینهها شود که موید تئوری اقتصاد سیاسی است. همچنین در شرایط تحریم اقتصادی به دلیل افزایش بهای تمام شده محصولات و نوسانات نرخ ارز و مواد اولیه، میزان فروش شرکتها کاهش یافته و هزینههای انها به شدت افزایش مییابد که در این شرایط مدیران کاهش فروش را موقتی فرض کرده و منابع درامدی را تعدیل میکنند که با بهبود شرایط منجر به چسبندگی هزینه میشوند. مالکیت نهادی نیز به عنوان مکانیزم حاکمیت شرکتی منجر به کاهش رفتار نامتقارن در هزینههای عمومی و اداری شده و در شرکتهایی که دارای روابط سیاسی هستند یا در شرایط تحریم قرار دارند وجود مالکان نهادی باعث کاهش فزاینده چسبندگی هزینهها میشوند. به عبارتی مالکیت نهادی از طریق الزام مدیران به کاهش هزینههای عمومی و اداری سبب کاهش چسبندگی هزینهها شود که موید تئوری نمایندگی است.

Therefore, this study examines the impact of political relations and economic sanctions on cost stickiness, emphasizing the role of institution ownership in the Tehran Stock Exchange during the period 2013 to 2021 using the information of 150 companies. The hypotheses were tested by multiple regression using generalized least squares (EGLS) method with table data arrangement.The results of the research hypotheses showed that asymmetric behavior (cost stickiness) is present in administrative, public and sales costs, and in companies that have political relations, the stickiness of costs decreases, but in the context of economic sanctions, the stickiness of costs They become more and more sticky. In other words, in crisis situations such as economic sanctions; Having managers with political connections can help export products and supply raw materials, tax breaks, easier access to credit and financing for the company, and keep the company's conditions stable in the short term, all of which can lead to a reduction. Sticky costs. Also, in the conditions of economic sanctions, due to the increase in the cost of products and fluctuations in exchange rates and raw materials, the amount of sales of companies decreases and their costs increase sharply. They adjust income, which leads to cost stickiness as conditions improve. Institution ownership as a corporate governance mechanism also reduces asymmetric behavior in public and administrative spending, and in companies that have political relationships or are subject to sanctions, the existence of institution owners reduces the adhesion of costs. In other words, institution ownership reduces the stickiness of costs by forcing managers to reduce public and administrative costs.
