چکیده:
یکی از مهمترین نقدها به برنامههای جامع، بهمنزلة مهمترین سند بالادستی برای برنامهریزی و مدیریت شهرها، طولانی شدن فرایندهای تهیه، بررسی، و تصویب آنهاست. در این پژوهش چرایی این مسئله دنبال میشود. برای پاسخ به این پرسش، مدیران شهرسازی و معماری ادارههای کل راه و شهرسازی استانها جامعة آماری انتخاب گردیدند؛ زیرا آنها از ابتدای فرایند انتخاب مهندسین مشاور، تهیه، بررسی، تصویب، ابلاغ، اجرا، و ارزیابی برنامههای جامع حضور مؤثری دارند. درواقع، برخلاف سایر افراد و نهادهای ذینفع یا ذینفوذ در برنامههای جامع شهری، مدیران شهرسازی استانها دارای نقشهایی چندوجهی، همهجانبه، و مستمر در خصوص این اسناد توسعة شهری هستند. در این پژوهش عمدة تمرکز بر روش پرسشنامه برای استخراج نظرات جامعة آماری است و برای توجیه رویکرد پراگماتیک این پژوهش، در بررسی اجمالی متون نظری مرتبط با پراگماتیسم و برنامههای جامع، از روش مطالعة اسنادی و تحلیل محتوا استفاده شده است. نتایج حاکی از آن است که اتخاذ رویکرد پراگماتیستی میتواند به شناخت هرچه بهتر دلایل طولانی شدن فرایند تهیه، بررسی، و تصویب برنامههای جامع شهری کمک کند. از این حیث و از منظر جامعة آماری این پژوهش، طولانی شدن فرایندهای برنامههای جامع دلایل مختلفی دارد که میتوان به ضعف، عدم هماهنگی، به فعلیت نرسیدن قابلیتها، عدم آموزش کافی نیروهای انسانی متخصص در دستگاههای ذینفع و ذینفوذ ملی و محلی، و فقدان شرکتهای مهندسین مشاور با تجربه و تخصص کافی در مناقصات تهیة برنامههای جامع برای شهرهای کوچک و متوسط اشاره کرد. درنهایت، باید بدین نکته توجه گردد که وضعیت موجود فرایندهای مرتبط با تهیه، بررسی، و تصویب برنامههای جامع ناشی از قوانین، مقررات، دستورالعملها، رویههای اداری و آموزش نیروهای انسانی در سطوح مختلف است که همة این موارد طی دهههای متمادی شکل گرفته و انجام اصلاحات در همة محورها سبب نیل به نتیجة مناسب میشود.
A range of criticisms have been put forward about urban master plans – the most important strategic documents for the planning and management of cities (or towns) – and their quality. The most important of these is about their prolonged processes of preparation, review, and approval as the main hinderance for efficiency and productivity. This pushes plans and programmes away from the realities at the time of approval, and makes them practically ineffective. In response, some urban planning experts are after fundamental changes in the process of preparation, review, and approval of master plans. This research focuses on finding reasons for prolonged processes, because without that all efforts to implement new approaches are doomed to fail, the experience of preparing urban structural-strategic plans in Iran being apoint in the case.To answer the main question of this research, urban planning managers of road and urban development in all provinces of Iran are selected to answer questionnairesdue to their seminal roles in the selection of consulting engineers, preparation, review, approval, communication, and even implementation of the urban master plans. Results show a variety of reasons for prolongation of the process, the most important of which being weaknesses, discordances, non-realisation of potentials, the lack of adequate training of experts, and the absence of experienced consulting engineers involving in preparation of master plans. The weakness of the experts and management bodies of institutions and groups causes problems such as the adoption of piecemeal approaches in master plans, or failures in fulfilling basic requirements for preparation of the plans such as acquiring updated aerial photographs, and as a result, it takes a long time bringingconsultation contracts to a conclusion.
