The implementation of modernization programs for Iran's textile and clothing factories, which was launched in the early 2000s with the aim of increasing the competitiveness of this industry, has not been very successful. One of the reasons for this is the lack of use of electronic commerce tools as a complementary soft technology in the modernization process. The purpose of this research is to explain and estimate the set of factors influencing the decision-making of textile and clothing companies to use more electronic commerce tools. The statistical population of this study is the textile and clothing industries with ten or more employees in Isfahan province, and the data collection tool is a questionnaire. Statistical analysis is based on the correlation coefficient and structural equation modeling using Lisrel software. The results of the research show that two main factors, organizational structure (future-oriented and strategic management, firm size, flexibility, expected performance and efficiency) and supporting and infrastructural factors, have a significant impact on the extent of use of electronic commerce tools in businesses active in the textile and clothing industry in Isfahan province.

The results of a study on investigating the factors influencing the development of e-commerce tools in the food industries of Tehran province (Salehi Sedghiani & Dehghan, 1384) show that the development of technological, socio-cultural, financial, and legal-regulatory infrastructures plays an effective role in increasing the use of information and communication technology tools in these industries.
Accordingly, the components of internal factors that indicate the internal structure of manufacturing companies are as follows: • Age of the company; • Size of the company; • Expected efficiency (increased profitability and company efficiency, reduced management and executive costs); • Expected performance (increased labor productivity, share in global markets, positive impact on performance); • Type of company ownership; • Existence of future-oriented and strategic thinking towards the business environment; • Level of flexibility of the company in using new methods; • Ability and willingness of employees to use e-commerce tools.
In the next step, using the gamma correlation coefficient, the correlation between the four main factors of the research (organizational structure, infrastructure and supporting factors, social and cultural factors, and governmental and legal factors) with the indicator of the extent of use of e-commerce tools in the textile and apparel industries of Isfahan province (independent variable) was estimated.
