This article aims to examine the conceptual domain, main components, and functional levels of cultural security and to achieve an appropriate boundary for it as much as possible. To this end, culture-oriented definitions and approaches to security are first addressed, followed by the interaction between the two domains of culture and security. In the next section, an attempt is made to provide a thoughtful definition for the concept of national cultural security, examine governments' motivations for addressing national cultural security, consider threats to cultural security at the national level, investigate the environment and various levels of cultural security at the national level, and finally, introduce and evaluate a model for providing cultural security. In the final section, attention is paid to the concept of cultural security within the framework of human security; then, by presenting components for human cultural security, its interaction with the concept of national cultural security is addressed, and finally, the Islamic approach to human security and human cultural security is briefly explained within the scope of the two comprehensive Hadith collections, Usul al-Kafi and Wasail al-Shia.

In the definitions of national security, emphasis is always placed on protecting vital national values against primarily external threats and vulnerabilities is (Trager and Simon, 1793:63) which ultimately in the cultural sphere leads to the preservation of a way of life that is acceptable to all people and in accordance with the legitimate needs and aspirations of citizens.
Given the existing criticisms, in the modified core-periphery model, national cultural security is defined as: the ability of a unified national identity to sustain its distinct and fundamental characteristics under changing external and internal conditions, while cultural dynamism is also provided in a way that leads to an increase in national cultural authority.
On this basis, when the survival and development of various cultural identities that are not in a position of sovereignty and dominance are endangered at different levels, including local, national, regional, and global, and in the face of various institutions and structures of cultural sovereignty, including governmental, social, and global, a threat to human cultural security has arisen.
