Technology importing countries, in the first step, strive to select technology suitable for their needs, and in the second step, attempt to adapt it as much as possible to their country's situation. Since the subject of technology transfer in Iran has been scrutinized either in development discussions or in engineering sciences, questioning the foundations of technology prior to the full development of one's own technology has been perceived as one of the obstacles to technology transfer. The author argues that a philosophical questioning of the foundations of technology is not only not an obstacle to technology transfer, but is also one of its main pillars for moving towards compatibility and the indigenization of technology. In this article, from the perspective of the philosophy of technology, the critique of technology transfer will first be addressed, and by focusing on three axes—axiological technical artifacts, the fundamental difference between technological knowledge and scientific knowledge, and the importance of the socio-technical system—it will be shown that the current perception of technology transfer is superficial. Then, based on this approach, two solutions for technology transfer will be proposed.

This case study shows that to understand all dimensions of technology transfer, in addition to paying attention to the technical artifact itself, there is a need to understand the socio-cultural context, and this task arises not from engineering sciences but from the humanities.
