Considering the fact that improving the country's economic cycle depends on the economic growth of its small and medium-sized enterprises, paying attention to the importance of investment in this sector and formulating a strategy to attract foreign direct investment into these companies can be considered an effective driver in this field. This planning and strategy formulation leads to the identification of 14 effective factors in this research and their prioritization. Data collected through standard questionnaires were processed in SPSS software using the Friedman test and regression analyses to convert them into information with their priority order for evaluation and interpretation; among these, guaranteeing the return of profit and principal capital and preventing confiscation and nationalization hold high priority.

In this regard, by looking at the possibility of this occurrence from both sides, we proceed to study the existing obstacles in the path of growth and development of small and medium enterprises, as well as the ranking of attractive factors for foreign direct investment to overcome these obstacles.
After distributing and collecting the questionnaires and determining the significance coefficient of the variables, which was carried out by experts and managers in this field among small and medium-sized enterprises active in the computer industry and its related activities according to the sample size determination formula, these data were identified and the elements of formulating the strategy for attracting foreign direct investment were prioritized through the Friedman test.
4. Analysis of findings After receiving the data through the questionnaire, based on descriptive statistics with univariate analysis, the mean and standard deviation of the research hypotheses are calculated separately, and then in multivariate analysis using regression, the Durbin-Watson test is used to measure the correlation of the hypothesis variables, and finally, by employing the Friedman test through SPSS software, the prioritization of factors affecting the formulation of the strategy for attracting foreign direct investment in the context of global trade is carried out.
