Government employees have grown at a rate of 3.8 percent per year from the years 67 to 76. The population of this group will reach 3,400,000 people in the next 10 years and 5,900,000 people in the next 25 years. The education level of government employees has increased in the last ten years. Real basic household expenses and real income of government employees have shown a downward trend. Using public service value-added methods, the ratio of net output to the labor force and non-oil revenues, it can be claimed that the average production of individuals employed in the government sector, or their productivity in the year 74, was one-fifth of their productivity or average production in the year 1353. In other words, the contribution that each person employed in the government sector made to the national economy in the year 1353 was five times greater than the contribution they made to the economy in the year 1374. This discrepancy between the recruitment trend of the human resources employed in the government sector and their productivity is considered a serious warning for the country and officials. The continuation of this situation could lead to the government's inability to provide livelihoods for employees, the creation of hidden unemployment, and even damage to national production.
