Abstract:
با وقوع انقلاب صنعتی در اروپا جمعیت جهان بویژه در شهرها رشد فزاینده ای پیدا نمود به گونه ای که در سال 1804میلادی برای اولین بار جمعیت جهان به یک میلیارد نفر رسید. افزایش جمعیت در نواحی شهرنشین در ابتدا در کشورهای اروپایی و توسعه یافته رخ نمایی کرد به گونه ای که در حدود 200 سال یعنی از سال 1750 تا 1950میلادی جمعیت شهرنشین اروپا و همچنین امریکا افزایش پیدا کرد اما این افزایش با سرعت معقولی انجام می گرفت به گونه ای که در حدود 200 سال صرفا جمعیت به حدود 1 میلیارد نفر رسید. اما از 1950 به بعد این افزایش جمعیت وارد مرحله ای تازه ای شد و آن ورود به دنیای کشورهای در حال توسعه بود. برعکس دوره قبل این مرحله با افزایش سریع جمعیت شهرنشینی همراه بود به گونه ای که جمعیت شهرنشین به بیش از 2 میلیارد نفر رسید و پیش یبینی می شود که این افزایش جمعیت تا سال 2030 میلادی نیز ادامه پیدا کند. این افزایش جمعیت خود منجر به مشکلاتی بویژه برای مدیران شهری شد که از جمله آنها: آلودگی، افزایش بزهکاری، افزایش بیکاری بویژه در میان جوانان، کمبود مسکن، بدمسکنی، اسکان غیر رسمی و.... امروزه یکی از مهمترین چالش های پیش روی مدیران شهری اسکان غیر رسمی است به گونه ای که در بسیاری از نقاط دنیا شاهد آن هستیم. در ایران نیز از دهه 1320 شاهد شکل گیری این پدیده بوده ایم اما این پدیده در دهه 1350 رشد فزاینده ای به خود گرفت
