The study aims to investigate the educational importance of learning
communities as a model that ensures quality learning in schools. The
study also aims to find out to what extent learning communities exist in
some of the UAE's high schools and what are the obstacles that limit the
implementation of their standards in schools. A 40-statement
questionnaire was answered by a sample of government high school
principals, instructors and teachers of the northern Emirates. The sample
was chosen randomly yet representative of the original UAE local society.
The study findings showed that the high schools (included in the case-
study) lack a lot of the standards of learning communities thus face a
number of problems that affect their quality of performance. The study
gives a procedural conception towards changing these schools into
learning communities in order to overcome the problems they face and
implement the standards of quality on their different specters
