چکیده:
هدف از انجام این پژوهش، ارائه نگرشی فراروی مدیران در رابطه با ابزار و روش هایی متمرکز است که از طریق آن بتوان یادگیری سازمانی را در سازمان آتش نشانی گسترش داده و باعث تضمین هدف های کلان سازمان و افزایش اعتبار سازمان در ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان ﮐﻼن ﺷﻬﺮﻫﺎ ﺷﻮد. ﺳﻮال اﺻﻠﯽ اﯾﻦ اﺳﺖ ﮐﻪ آﯾﺎ ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ ﺑﺮ ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان ﺗﺎﺛﯿﺮ دارد؟ ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ر رو ﺑﻪ اﻓﺰاﯾﺶ ﺣﻮادث و ﭘﯿﭽﯿﺪﮔﯽ آن ﺑﺮ ﮔﺴﺘﺮش ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ در ﺳﺎزﻣﺎن آﺗﺶ ﻧﺸﺎﻧﯽ و ﺧﺪﻣﺎت اﯾﻤﻨﯽ ﮐﺮج ﺑﺮای ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان ﺣﻮادث ﺑﻪ ﻧﺤﻮ ﻣﻄﻠﻮب و ﺑﻪ روز ﮐﺎﻣﻼ ﻣﺸﻬﻮد اﺳﺖ و ﻫﻤﭽﻨﯿﻦ ﻧﺘﺎﯾﺞ ﻧﺸﺎن ﻣﯽ دﻫﺪ ﮐﻪ ﮐﺎرﮐﻨﺎن آﺗﺶ ﻧﺸﺎﻧﯽ ﺑﺮای ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان در ﺷﺮاﯾﻂ ﺧﺎص و ﭘﯿﭽﯿﺪه ﻧﯿﺎزﻣﻨﺪ اﯾﻦ ﻫﺴﺘﻨﺪ ﮐﻪ ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ داﺷﺘﻪ ﺑﺎﺷﻨﺪ. ﻓﺮﺿﯿﻪ ﺗﺤﻘﯿﻖ اﯾﻦ اﺳﺖ که مولفه ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ ﺑﺮ ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان ﺣﻮادث ﺗﺎﺛﯿﺮ ﻣﻌﻨﯽ داری دارد. روش ﭘﮋوﻫﺶ ﺗﻮﺻﯿﻔﯽ از ﻧﻮع ﻫﻤﺒﺴﺘﮕﯽ و ﺟﺎﻣﻌ آﻣﺎری اﯾﻦ ﭘﮋوﻫﺶ ﮐﻠﯿﻪ ﻓﺮﻣﺎﻧﺪﻫﺎن ﺳﺎزﻣﺎن آﺗﺶ ﻧﺸﺎﻧﯽ ﺷﻬﺮ ﮐﺮج در زﻣﺴﺘﺎن ﺳﺎل 1395 ﮐﻪ 150 ﻧﻔﺮ ﻣﯽ ﺑﺎﺷﺪ. ﺗﻌﺪاد 108 ﻧﻔﺮ از ﻓﺮﻣﺎﻧﺪﻫﺎن آﺗﺶ ﻧﺸﺎﻧﯽ ﻣﻄﺎﺑﻖ ﺑﺎ ﻓﺮﻣﻮل ﮐﻮﮐﺮان ﺑﻪ ﻋﻨﻮان ﻧﻤﻮﻧﻪ ﭘﮋوﻫﺶ اﻧﺘﺨﺎب ﺷﺪه اﻧﺪ و ﺑﻪ ﭘﺮﺳﺸﻨﺎﻣﻪ ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ ﻧﯿﻔﻪ (2001)، ﭘﺮﺳﺸﻨﺎﻣﻪ ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان ﭘﺎﺳﺦ دادﻧﺪ. ﻧﯿﻔﻪ رواﯾﯽ اﯾﻦ ﭘﺮﺳﺸﻨﺎﻣﻪ را ﻣﻄﻠﻮب ﮔﺰارش ﮐﺮده و ﭘﺎﯾﺎﯾﯽ آن را ﻃﺒﻖ آﻟﻔﺎی ﮐﺮوﻧﺒﺎخ ﺑﺎﻻی 90 ذﮐﺮ ﮐﺮده اﺳﺖ. ﺑﺎ اﺳﺘﻔﺎده از ﻧﺮم اﻓﺰار PLS، ﺗﺤﻠﯿﻞ داده ﻫﺎ، آزﻣﻮن ﻣﻄﻠﻮﺑﯿﺖ ﻣﺪل ﻣﻔﻬﻮﻣﯽ و آزمون ﻓﺮض ﻫﺎی آﻣﺎری اﻧﺠﺎم ﻣﯽ ﺷﻮد. ﻧﺘﯿﺠﻪ ﺗﺤﻘﯿﻘﺎت ﻧﺸﺎن داد ﮐﻪ ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ، درک و ﺑﺎورﻫﺎی ﻣﺸﺘﺮک را در ﺳﺎزﻣﺎن ﺑﻪ ﮐﺎر ﻣﯽ ﮔﯿﺮد و ﺑﺎ درﮔﯿﺮ ﮐﺮدن ﻫﻤﻪ ﮐﺎرﮐﻨﺎن در ﺳﺎزﻣﺎن ﺑﺎ وﺟﻮد زﺑﺎن ﻣﺸﺘﺮک ﻓﺮآﯾﻨﺪ ﺑﻬﺒﻮد و ﯾﺎدﮔﯿﺮی را اﻓﺰاﯾﺶ ﻣﯽ دهد ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ ﺑﻪ ﻇﺮﻓﯿﺖ ﯾﮏ ﺳﺎزﻣﺎن ﺑﺮای ﺷﻨﺎﺳﺎﯾﯽ ﻧﯿﺎز ﺑﻪ ﺗﻐﯿﯿﺮ اﺷﺎره ﻣﯽ ﮐﻨﺪ. زﻣﺎﻧﯽ ﮐﻪ ﯾﺎدﮔﯿﺮی ﻓﺮدی و ﮔﺮوﻫﯽ ﺎدﯾﻨﻪ ﻣﯽ ﺷﻮد ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ رخ ﻣﯽ دﻫﺪ و ﺑﻪ ﻋﻤﻠﮑﺮد ﻣﻄﻠﻮب ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان در ﺣﻮادث آﺗﺶ ﻧﺸﺎﻧﯽ ﮐﻤﮏ ﭼﺸﻢ ﮔﯿﺮی ﻣﯽ ﮐﻨﺪ. در ﭘﺎﯾﺎن اﯾﻦ ﭘﮋوﻫﺶ ﺑﺮﻧﺎﻣﻪ ﻣﻨﺎﺳﺒﯽ ﺑﺮای اﺳﺘﻔﺎده ﺑﻬﯿﻨﻪ از ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان در ﺳﺎزﻣﺎن آﺗﺶ ﻧﺸﺎﻧﯽ اراﺋﻪ ﺷﺪ. ﺑﻌﻼوه شناﺳﺎﯾﯽ ﻫﻤﻪ ﺟﺎﻧﺒﻪ ﺑﺤﺮان و ﻣﺪﯾﺮﯾﺖ آن ﺑﺎ ﯾﺎدﮔﯿﺮی از ﻣﻬﻤﺘﺮﯾﻦ دﺳﺘﺎوردﻫﺎی اﯾﻦ ﭘﮋوﻫﺶ ﺑﻮد. ﻫﻤﭽﻨﯿﻦ ﮐﺎرﺑﺮد ﻫﺎی ﯾﺎدﮔﯿﺮی ﺳﺎزﻣﺎﻧﯽ ﺑﺮ روی ﻣﺪﯾﺮﯾﺖ ﺑﺤﺮان ﻋﻤﻠﯿﺎت ﻫﺎی آﺗﺶ ﻧﺸﺎﻧﯽ را ﺑﺮرﺳﯽ ﮐﺮده و راﻫﮑﺎر ﻫﺎﯾﯽ ﺑﺮای ﮐﺎراﯾﯽ ﺑﯿﺸﺘﺮ ارائه شد.
The aim of this study is to present a view which managers are facing in connection with the tools and methods
focused through organizational learning in the fire safety areas which ensures the success of policy objectives of
the organization and enhances the reputation of the organization in crisis management of the metropolis. The key
question is whether there exists a significant impact of organizational learning on crisis management? Given the
rising trend of events, and their impact on the development of organizational learning in Fire and Safety
Services, managing crisis events properly and show that firefighting crew for crisis management in special
conditions require complex organizational learning. The research hypothesis is that: there is a significant and
positive impact of organizational learning on crisis management. The research method is descriptive and
correlational. The statistical population of this study includes all 150 commanders’ firefighters of Karaj Fire
Department active in 1395. The statistical sample of 108 firefighters’ commanders were selected according to
Cochran formula an organizational learning questionnaire Nyfh (2001) was used. The validity and reliability
were determined by Cronbach alpha with a result of 90. The utility test of conceptual model and statistical theory
tests have been implemented with the use of PLS software.
Research conclusion indicated that organizational learning, understanding and shared beliefs in the organization
applies by involving all employees in the organization with a common language and learning process.
Organizational learning capacity of an organization showed that there is a need for change. When learning is an
individual or a group, socialization occurs and organizational learning performance will significantly help fire
disaster management. At the end, the application of organizational learning on crisis management operations and
strategy for more efficient fire check was presented.

فرضیه تحقیق این است که مولفه یادگیری سازمانی بر مدیریت بحران حوادث تاثیر معنی داری دارد.
در این پژوهش برنامه مناسبی برای استفاده بهینه از مدیریت بحران در سازمان آتش نشانی ارائه شد.
فرض ٣ نشان داد که یادگیری سازمانی بر پرورش نیروی انسانی متخصص مدیریت بحران تاثیر مثبت و معنی داری دارد.
فرض ٥ نشان داد که یادگیری سازمانی بر استفاده ازتجهیزات تخصصی در مدیریت بحران تاثیر معنی داری ندارد و ارتباط ضعیف است .
نتایج این پژوهش با توجه به پرسش پژوهش ، در مجموع نشان داد که مولفه یادگیری سازمانی بر مدیریت بحران حوادث تاثیر معنی داری دارد.
