این مقاله،با بهره گیری از نظریه هزینه مبادله و رویکرد بازارهای داخلی سازمان به استخراج دو مولفه «سنجش پذیری» و «نوع تخصص» در مشاغل سازمان می پردازد و سپس با تلفیق این مولفه ها چهار ساختار «تیم رابطه ای»، «تیم اولیه»، «بازار عمومی» و «بازار تعهدی» را تعریف م یکند و سپس سعی در تبیین کارکردهای مدیریت منابع انسانی در هر یک از ساختارهای فوق دارد. دریک سازمان خدماتی
بزرگ با استفاده از روش چک لیست از میان 4463 عنوان شغلی 400 شغل که بیش ترین قرابت را با ساختارهای چهارگانه یادشده داشتند انتخاب شدند؛ سپس برای تبیین وظایف مدیریت منابع انسانی در هر یک از این ساختارها نمونه ای متشکل از 156 نفر از مدیران و متخصصان منابع انسانی انتخاب شدند. پس از جمع آوری و تجزیه و تحلیل داده ها، نتایج نشان می داد که در «تیم های اولیه» و «بازار عمومی» برنامه ریزی نیروی انسانی کوتاه مدت و پاداش محدود به دستمزد می باشد، اما در مشاغل «تیم های رابطه ای» و «بازارهای تعهدی» برنامه ریزی نیروی انسانی بلند مدت بوده و پاداش مازاد بر دستمزد پرداخت می شود. همین طور برای کنترل شاغلین «تیم های رابطه ای» و «تیم های اولیه» از کنترل های درونی نظیر «اجتماعی سازی» و «تعهد» استفاده می شود. اما به جهت بخش پذیر بودن عملکرد کارکنان «بازار عمومی» و «بازار تعهدی» از کنترل های بیرونی و رسمی استفاده می شود.
In this paper, with usage of translational cost theory and internal labor market approach, two basic aspects in organizational jobs –
measurability and competence – were defined. Next, by combining these attributes, four internal organizational structures were identified as the following: Relational team, primitive team, spot market, obligational market. Afterwards, the proper human resource practices were explained for each of these structures. Data were collected from one of the largest service organizations of Iran. Using checklist, 400 out of 4463 job titles, which were supposed to share more similarities with the mentioned structures were selected. A group of 156 managers and HRM specialists of ‘NAJA’ were chosen for explaining the suitable HRM practices for each of the structures. Analysis of the data revealed: in ‘primitive teams’ and ‘spot markets,’ job compensation was only limited to the wage, and human resource planning encompasses a short period. Conversely, in ‘relational teams’ and ‘obligation markets,’ compensations were various in type and were not just limited to the wage, also, the HRM planning was for longer terms. Moreover, HRM control over ‘relational team’ and ‘primitive teams’ took more internal forms such as socializing and building commitment, while in ‘spot market’ and ‘obligation markets’ it was external and formal.
