It is claimed that law is inherently bound by justice, and observing justice also requires adopting fair procedures in the enforcement of laws. The vastness of the government's sphere of action makes them inevitable to divide their fields of activity and form specialized units. The separate functioning of specialized legislative and policymaking units leads to the inconsistent production of policies, regulations, and laws. Furthermore, the lack of supervision over the consequences of said resolutions causes them to become sedimented in the path of achieving public management goals. In such conditions, the success of social elements will largely depend on the energy and accessibility of 'law and policy-making units' or 'competent authorities for their interpretation,' thereby creating a ground for undermining fair enforcement procedures of resolutions. Therefore, benefiting from a system involves: obtaining timely feedback from the target society; aligning the final consequences of law enforcement with their formulation objectives; amending and adjusting previous laws or removing them and formulating new laws; establishing the resulting laws within a symbiotic system of legal sets; and seriousness in storing experiences gained from the removal, amendment, adjustment, and formulation of laws and policies.
