Zakat, Khums, spoils of war, Kharaj, Muqasama, Jizya, Luqata, Anfal and Fay, recommended charities and public endowments, financial expiations, Red al-Mazalim, monetary crimes, blood money for crimes against individuals without a guardian, and Ashur, are recognized financial resources for providing the budget of the Islamic society; furthermore, Sharia evidence grants the ruler of Muslims the authority to impose new taxes if deemed expedient by the Wali al-Amr and necessitated by temporal or spatial needs. From the perspective of some, such as Imam Khomeini, the breadth of the Islamic country's financial resources (Islamic taxes) as well as the necessity of their fair, appropriate distribution and prudent management, is a strong reason for the necessity of establishing an Islamic state and government. This is another expression of proving the absolute and general nature regarding the scope of the authorities of the qualified Jurist (Faqih Jami' al-Shara'it) and its extensiveness, or rather, the doctrine of Wilayat al-Faqih; because first: the determination of all these mentioned financial resources cannot have any purpose or application other than the formation of an Islamic state and the expansion of the scope of the qualified Jurist's authorities during the Occultation to form and manage its various affairs; and second: economic security related to the specific taxes of the Islamic society, in a manner that is pleasing to the Holy Legislator, will not be achieved except under the shadow of establishing an Islamic government within the framework of Wilayat al-Faqih and his just supervision and management.

This is another expression of the proof of absolute and general authority regarding the scope of the choices of the qualified Jurist (Faqih Jami' al-Shara'it) and its extensiveness, or rather, the doctrine of Wilayat al-Faqih; because firstly: the designation of all these mentioned financial resources cannot have any purpose or application other than the formation of the Islamic state and the expansion of the scope of choices of the qualified Jurist during the Occultation, for the formation and administration of its various affairs; and secondly: the economic security related to the specific taxes of the Islamic society, in a manner that is pleasing to the Holy Legislator (Shari'), will not be achieved except under the shadow of the formation of the Islamic government within the framework of the Absolute Guardianship of the Jurist and his just supervision and management.
